A survey carried out based on data from IBGE (Brazilian Institute of Geography and Statistics) shows that the majority of public servants who receive more than 20 minimum wages are men, while women dominate the range of those who receive up to two minimum wages per month.
The data is part of a study carried out by , which used the PNADc (Continuous National Household Sample Survey) as a basis.
Women make up only 21% of civil servants earning more than 20 monthly salaries. In 2016, according to República.org, they represented 31%, while men represented 69%.
On the other hand, when the criterion was one to two minimum wages, women were 64% and men 36% in 2025.
“The data indicates a structural blockage: women enter and remain, but do not reach the highest salaries in the same proportion”, says Ana Sales, Data Analyst at República.org.
According to the study, the public service is made up mostly of women, 58% in this case. This representation, however, is not reflected in leadership positions. Most women are concentrated in the areas of health and education.
“Organizational structures still favor male trajectories and as a result we have less female presence in decision-making positions and predominance in positions with the worst remuneration”, says Kemily Mello, Research analyst at República.org.
