Complaints of animal abuse may have a national system

The Senate will analyze a bill that establishes Sinema (National System for Combating Animal Abuse). The proposal (), authored by the senator (MDB-PI), creates a national mechanism to receive, register and forward complaints to the competent authorities. Read (PDF – 142 kB).

The system must work continuously and can receive anonymous complaints via telephone, internet, digital application and other accessible means. After registration, occurrences must be classified and forwarded to the bodies responsible for investigation, such as police and environmental authorities. Sinema is responsible for receiving and forwarding information.

According to the senator, the channels currently available vary between federative entities, which makes it difficult to consolidate data on the topic. For him, “This dispersion makes it difficult to consolidate strategic information, compromises the formulation of evidence-based public policies and contributes to the underreporting of occurrences”.

According to the text, the Executive Branch must regulate the system.

States, municipalities and the Federal District can voluntarily join the initiative. The proposal also establishes the production of data and periodic reports on registered abuse complaints, to support public policies for animal protection and health risk prevention, with possible coordination with the Unified Health System.

The project is in the Constitution and Justice Committee awaiting the appointment of a rapporteur.
