With demands from BRB-Master, Senate holds special session to celebrate 66 years of Brasília

The Senate held a special session this Friday (24) to celebrate Brasília’s anniversary. THE The city turned 66 on Tuesday (21). The session was marked by speeches about the memory of the federal capital and also by demands about the crisis involving the Banco de Brasília (BRB), which needs to find a solution to cover losses with the purchase of bad credits from Banco Master.

“When an institution like BRB is placed under question, the city is the one who suffers. Those who suffer are the most vulnerable”, stated Senator Leila Barros (PDT-DF), who demanded punishment for those responsible for BRB’s involvement with Banco Master, attributing the situation to decisions taken out of personal interest.

Senator Izalci Lucas (PL-DF), who intends to run for district government in this year’s elections, warned that the ongoing financial scandal will further complicate the DF’s already complex relationship with the federal government and Congress regarding the autonomy of the federative unit. “It will be very difficult, after all this scandal that is happening, not to receive criticism from states and municipalities”, says the senator.

To correct what he calls the distortion of the Constitution of 88, he said he presented a PEC that transfers resources to the DF to maintain and organize areas such as civil police, military, firefighters and education, without depending on federal authorization for salary adjustments or competitions.

Crise do BRB

O BRB is going through a crisis after purchasing R$12.2 billion in Master credit portfolioswhich the Central Bank later identified as having no backing. As Estadão revealed, the district government started the year without cash to pay expenses from the previous year and is facing a growing increase in expenses and debt.

In March of this year, the now former governor of the DF Ibaneis Rocha (MDB) asked for a R$4 billion loan from the FGC to make a contribution to the BRB and cover the losses. Ibaneis offered properties in the Federal District and company shares as collateral for the loan.

The owner of Banco Master, Daniel Vorcaro, was arrested for the first time in November 2025, after the Federal Police investigated the institution’s fraud, including suspected balance sheet manipulation and irregular financial operations involving other institutions, including BRB. The banker was arrested again last month.

In March 2025, the DF government even made an offer to try to buy Master. The Central Bank, however, disapproved the deal in September, after looking into the balance sheets of the two banks and finding signs of financial crimes, with the discovery of rotten portfolios sold to BRB by Master.

Thus, the Federal District entered the center of the scandal, under the suspicion that BRB was aware that it was acquiring “bad assets”, suggesting a possible participation in the scheme

During the session, in addition to speeches in favor of resolving the crisis, parliamentarians and personalities also highlighted the history of Brasília, built by Brazilians from all regions and inaugurated in 1960 under the command of Juscelino Kubitschek.
