Development needs to have “more impact”, says French minister

Éléonore Carroit says that programs that receive donations in poor countries must be more efficient

The minister, 40 years old, responsible in the French government for international financial aid, told the Poder360 on Thursday (April 30, 2026) that programs that receive donations in low-income countries need greater efficiency. It is very important to have more impact”, he stated in Portuguese.

Caroit is minister delegate for Francophonie and International Partnerships and is part of the Ministry of Europe and Foreign Affairs.

Caroit led a meeting of G7 development ministers in Paris on Wednesday (April 29) and Thursday (April 30) on financial aid for low-income countries. The group brings together the largest economies in the world.

The joint statement states that aid to low-income countries is “essential” to reduce poverty and to align the interests of developed countries. It also says it is necessary to be clear in the search for results to apply the money. Read (PDF – 807 kB).

France presides over the G7. The group’s meeting of heads of state and government will be held from June 15 to 17 in Evian. They will discuss current challenges for the global economy. The list includes a lack of private investment, cutthroat competition and protectionism. One of the items should be aid to poorer countries.

REFORM NOT SYSTEM

Caroit stated that there was agreement among G7 ministers on “an ambitious reform of the development architecture“. He said that this requires “maintain solidarity for the most vulnerable countries and work to mobilize private funds”.

One of the proposals is to concentrate programs in areas that have the greatest potential to create jobs and other sources of income. The ministers’ assessment is that there is an excess of actions, often several with the same objectives in the same region.

Fragmentation is one of the most important topics we talked about at this G7 meeting. Fragmentation is the opposite of impact efficiency”, declared the minister.

Caroit also advocates that countries currently excluded from programs start receiving resources. This is the case of islands, where per capita income is high, but there is a lot of inequality. The problem, according to the minister, is that the cost of living is higher in these places. Therefore, per capita income cannot be the only criterion for the distribution of resources.

DROP IN GLOBAL AID

Rich countries have been reducing financial aid to low-income people. There was a 23% drop in 2025 compared to 2024 in donations from members of the (Organization for Economic Cooperation and Development). The institution brings together the most developed countries.

Caroit said the objective is not to restore the previous level of donations. “The idea is not to go back to the past, but to build a stronger, more inclusive system, which includes other funds as well, which includes the governments that receive these funds, to be more sustainable”, these.

CHILDHOOD IN THE DOMINICAN REPUBLIC

Caroit was born in Paris. She is the daughter of a French journalist and a Dominican lawyer. He lived in the Dominican Republic as a child.

He graduated in law from Columbia University, in New York. She worked as a lawyer in the city in arbitration of international disputes.

I worked with many public policies, with private investment in several countries. It’s not very different from the projects I now see in the development area”, stated the minister.

Caroit was elected deputy in 2023 as a representative of the French in Latin America and the Caribbean. He is from the Renaissance party (center), the same as the president of France, .

The minister has brothers in São Paulo. He was in Brazil several times.
