At the government’s request, the commission rejects the PT’s gas project

The Mines and Energy Committee of the Chamber of Deputies rejected this Wednesday (May 6, 2026) a bill that allows the sale of fractional refills and the filling of gas cylinders by third parties.

The collegiate overturned the text at the request of the government and the Ministry of Mines and Energy, which instructed government deputies to vote against the measure to preserve measures of Law 15,348/2026, which is the People’s Gas – an initiative of the Lula government. The program sentence fractional sales and the use of unbranded cylinders.

The rejected project was authored by the deputy (PT-SP), an ally of Planalto in the Chamber. It authorized the packaging of cylinders by companies that did not own the brand engraved on the container. In the text, the congressman argues that the ban on fractional refilling prevents distributors from filling cylinders from another brand, which harms competition and makes gas more expensive for consumers.

Fractionation is the process of filling cylinders with partial quantities, allowing you to purchase less than the traditional 13 kg. The practice makes the product cheaper, but is often associated with the activities of organized crime, which controls the gas supply in the territories it dominates.

The commission approved the contrary opinion presented by the deputy (Republicanos-MS), rapporteur of Zarattini’s project in the collegiate. In the report presented on April 15, the congressman acknowledged that the PT member’s proposal aimed to increase competition and reduce costs in the gas market, but stated that Congress had already addressed the issue by approving People’s Gas. The deputy (PT-MG) even presented a vote to resume Zarattini’s project, but backed down: “I have now received a request from the Ministry of Mines and Energy for me to withdraw my vote separately, as this could cause problems for the Gás do Povo program”said during the commission.

The proposal now goes to the Consumer Protection Commission. If the board is also against the text, the project will be considered rejected and archived.
