The Prime Minister of Portugal, Luís Montenegro
The prime minister will not be the target of a lawsuit due to the video in which he appears in a car without a seat belt because the PSP does not have enough information to open an investigation.
The Public Security Police (PSP) concluded that it did not have enough elements to initiate an administrative offense proceeding to the Prime Minister following a video released by the Government itself, where he appears in a vehicle moving without a seat belt. The decision comes after analyzing images published on social media during the Easter period.
The video, shared by the Chief Executive’s office on Easter Sunday, showed the Prime Minister and the driver inside a moving car, both apparently without using a seat belt.
The images quickly generated controversy, not only due to non-compliance with traffic rules, but also due to timinggiven the large number of fatal accidents during the Easter GNR operation, which recorded 20 deaths. At the same time that the Ministry of Internal Affairs issued statements of “deep concern and consternation” and appeals for security, the Government leader was circulating without a belt, which led to criticism and accusations of hypocrisy and irresponsibility.
When asked about the possibility of sanctioning the prime minister and the driver, the PSP clarified that it was not possible to proceed with any report as essential elements defined in the Highway Code were missing, namely “the day, time, place and circumstances” in which the infraction occurred.
According to the police, these data cannot be confirmed solely based on the images released, which makes any sanctioning procedure unfeasible. The PSP also adds that there are other factors to be considered, such as possible health conditions that may exempt the use of a seat belt, a circumstance that could not be assessed, as no direct inspection was carried out at the time the video was recorded.
To date, the prime minister has not presented any public justification or apology in relation to the episode.
