Minister Kassio Nunes Marques takes office this Tuesday (12) as president of the TSE (Superior Electoral Court). André Mendonça will be vice-president.
The ceremony is scheduled to begin at 7pm, at the Electoral Court headquarters. Representatives of the Three Powers and all former presidents of the Republic, including Jair Bolsonaro (PL), were invited. According to the CNNthe presidents of the Chamber of Deputies, Hugo Motta, and the Senate, Davi Alcolumbre, confirmed their presence.
This will be the first time that ministers appointed by Bolsonaro will take command of the TSE during an election. Both will be responsible for conducting the 2026 electoral process, the first round of which is scheduled for October 4th.
As president of the court, Kássio will have a central role in coordinating the stages of the election, from registering candidacies to publishing the results. He will also be responsible for supervising the national logistics of electronic voting machines, presiding over trials related to the electoral process and carrying out actions to combat disinformation.
At the beginning of this year, Kássio was the rapporteur of the resolutions that defined the rules for the October votes. Among the priorities of the new president of the Court were expanding indigenous representation in the election, curbing misinformation about the electoral system and avoiding undue interference from Artificial Intelligence.
One of the new features this year is the provision that political parties must allocate resources to indigenous candidacies in the same proportion as registered candidacies. In other words, if a party launches 20% of indigenous candidates, it will have to invest at least 20% of the electoral fund in these campaigns.
Another new feature is the creation of the “Your Vote Matters” program, which provides special transportation for people with disabilities or reduced mobility on election day. The service will also be able to serve indigenous people, quilombolas and traditional communities who live in regions that are difficult to access.
There was also a tightening of rules on the use of artificial intelligence in campaigns. The new resolution prohibits, in 72 hours prior to the election and in 24 hours following the end of votingthe publication, republication or promotion of new synthetic content that uses the image, voice or expression of a candidate, candidate or public person, even if the material is duly identified as produced by AI.
Another rule provides that publications on social networks that attack electronic voting machines or encourage anti-democratic acts must be taken down immediately by the platforms.
The defense of electronic voting machines, as shown by CNNshould be one of the minister’s priorities, especially with the increase in concerns caused by the advancement of Artificial Intelligence.
The day after the inauguration, the TSE has already scheduled a public confirmation test of the improvements made after the ballot box test that took place in December 2025.
