Federal auditor occupied the Subsecretariat of Fiscal Planning and will be replaced by Luiz Fernando Alves in the position
The National Treasury appointed David Rebelo Athayde to the position of deputy secretary of the institution. The appointment was in the Official Gazette of the Union this Tuesday (April 12, 2026). Luiz Fernando Alves was appointed to the Subsecretariat for Strategic Planning for Fiscal Policy, a position previously held by Athayde.
Both are federal finance and control auditors. According to the government, the appointments aim to ensure the continuity of the National Treasury’s technical performance in areas related to public financial management.
Athayde takes over the position of economist Viviane Varga, who in office since January 2023.
ATHAYDE’S TRAJECTORY
Athayde has a degree in Electrical Engineering from the University of Brasília (UnB) and a master’s degree in Public Sector Economics from the same institution, as well as a master’s degree in International Money and Banking from the University of Birmingham, in the United Kingdom. He has been a federal finance and control auditor since 2005.
Before assuming the position of deputy secretary, he held the role of undersecretary for Strategic Planning for Fiscal Policy. He coordinated initiatives aimed at strengthening fiscal management and increasing the transparency of indicators and statistics in public accounts.
Throughout his career, he also held the positions of general coordinator and undersecretary of Economic Law at the Secretariat of Economic Policy. He also headed the Economic Advisory of the National Treasury.
TARGET TRAJECTORY
Alves is a federal finance and control auditor and has worked at the National Treasury since 2003. He has a degree in Economic Sciences from UFV (Federal University of Viçosa) and a master’s degree in Economics from UFMG (Federal University of Minas Gerais). He was also an economics professor at Faculdades Integradas do Planalto Central, in Goiás, and a substitute professor at UFMG.
In 2015, he took over the Public Debt Strategic Planning area, accumulating. He worked on topics such as risk management, optimal debt composition and medium-term financing strategies, in addition to participating in the preparation of Annual Financing Plans and other technical reports.
It also developed debt sustainability projections and analyzes and worked on institutional relationships with investors and credit agencies. ratingincluding initiatives related to the sovereign debt ESG framework and Tesouro Direto.
He was also a representative of the Union on fiscal councils of financial institutions and state-owned companies, working in institutions such as Banco do Brasil, BB Banco de Investimento, BB Leasing, BB Gestão de Recursos and Finep.
