After the privatization of , the mayor’s management () reduced the number of fines applied to the concessionaire. This does not mean, however, that the relationship between the city hall and the company is a honeymoon.
Throughout 2024, the city council imposed 3,568 fines, totaling R$263.2 million. Privatization began in July of that year. In 2025, 1,340 fines were imposed, or R$67.2 million in total.
Violations occur due to holes, craters and asphalt restoration works that do not meet technical parameters.
Despite the drop, the Nunes management has made internal demands on Sabesp, but maintains discretion, sparing the concessionaire from criticism. The privatization of the water and sanitation company is one of the main pillars of the mandate of his ally, governor Tarcísio de Freitas (Republicans).
It is a radically different stance from that adopted in relation to Enel, which is the target of criticism from the mayor.
Nunes himself usually sends prints and links to Sabesp’s leadership with news of accidents caused by holes left by the concessionaire.
Members of the city council are also dissatisfied with the quality of the basic sanitation service provided by Sabesp, especially in peripheral regions.
