In addition to addresses linked to the producer of “” and City Hall offices, (1st) to investigate whether public money was used improperly in the film about () carried out search and seizure warrants at four companies that, according to the investigation, may be related to suspected misappropriation of funds.
According to the investigation into the case, the investigation is trying to find out whether the ICB (Instituto conhecimento Brasil), chaired by (owner of Go UP Entertainment, which signs the production of the film), used invoices and invoices described as cold to justify expenses covered by the city hall.
The police claim that there are “indications of misuse of purpose and property confusion” between the institute, which is a social organization, and the producer.
Four of these invoices, which totaled R$8.5 million, were issued by Make One Lab, a technology company with 37 years of experience, located in Alto da Lapa, west of São Paulo.
According to the court decision that authorized the operation, the invoices, according to the investigation, were “without issuing the respective invoices or corresponding tax collection, highlighting that the invoices had sequential numbering, the same date of issue and due date, in addition to artificially divided values, suggesting a possible documentary assembly to justify illicit outflows of financial resources”.
A Sheet contacted Make One Lab by phone. The attendant wrote down the contact details for the report, but there was no feedback on the company’s position regarding the operation.
Another operation considered suspicious by the police involved the presentation of invoices that had been canceled by the issuing companies, Complexsys Soluções Integradas, in Vila Mariana, south of São Paulo, and JR Feijão, based in Ceará, which totaled R$2.4 million.
In the case of the São Paulo company, the notes were canceled on the same day of issuance, but were used by the ICB in the reporting of the contract with the city hall.
The report tried to contact the two companies, via telephone in their records with the Federal Revenue, without success. Although it cited the company from Ceará in the police investigation, the Civil Police requested search and seizure authorization only at Complexsys.

The ICB did not directly provide the Wi-Fi hotspot installation service provided for in the contract with the city hall. The entity’s work was to mediate the hiring of two other companies, which worked in the technology sector and carried out the service.
Both companies, Urban Connect and Ultra IP, in Jardim Paulista and Guaianases, respectively, also had the search and seizure authorized by the Court.
In the case of Urban, the report was unable to contact the company. The available telephone number is the city hall’s own internet service service channel. Ultra IP was contacted via the customer service channel via WhatsApp and an attendant informed that the company would return, which also did not occur until the publication of this text.
The Civil Police maintains that the contract was signed at an above-market value. Each Wi-Fi point contracted through the institute cost R$1,800; Prodam, the city’s public technology company, provides an identical service for R$230 per point implementation and R$306 for monthly maintenance, according to the corporation.
According to the police investigation, part of the payments made to ICB for the provision of Wi-Fi occurred without the service having been provided.
The city hall denies this and states that, of the 3,200 points contracted, only 52 were offline this Monday, undergoing maintenance, and that the institute’s contracting followed the principles of legality, transparency and economy.
The management () also highlights that the public call took place in 2024, when “there was not even production of the mentioned film”. According to the city hall, no irregularities were found.
When commenting on this morning’s operation, Nunes said that the city hall had passed on all the information requested by the Civil Police throughout the investigations. He also says political persecution. The Civil Police is linked to the Tarcísio de Freitas (Republican) administration, an ally of Nunes and the Bolsonaro family.
When requesting authorization for searches, the police authority said that the Nunes management did not respond to the letter requesting a full copy of the administrative procedure and accountability of the contract with the ICB. The contract cost R$108 million, according to the police.

Flávio Bolsonaro states that production has “zero public resources”. Eduardo Bolsonaro denies that he received resources allocated for production.
