Summer is just around the corner, and with the arrival of hot days, many owners are asking again if they can take their dog to the beach in the Algarve. The answer is not the same on all sands: there are beaches where animals can enter, others where their presence is prohibited during the summer season, and there are still exceptions for duly certified assistance dogs.
The main rule is simple, but requires attention: before entering the sand, you must always check the signage on the beach and the respective notice. In many licensed and supervised bathing areas, the entry of dogs may be prohibited during the bathing season, except for exceptions provided for by law.
On the other hand, outside the concession areas and duly signposted, the presence of dogs may be permitted, as long as there is no notice, municipal notice or signage indicating otherwise. Even so, the animal must always be controlled by the owner.
Signage at the entrance is essential
The rule can change from beach to beach, even within the same municipality. Therefore, it is not enough to know that a beach is in the Algarve or that it is not very busy. What counts is the concrete information posted on site and the current notices.
The National Maritime Authority explains that restrictions or permission for access to the beach by domestic animals must be indicated in the beach notice and accompanied by clear signage. If in doubt, the most prudent thing is to contact the city hall, captaincy or consult official channels before traveling.
Concessioned beaches have more restrictions
On licensed and supervised beaches, the presence of dogs is generally more limited during the bathing season. These areas have their own rules regarding safety, hygiene, circulation and occupation of the beach.
The restriction exists to protect other bathers, avoid conflicts and ensure better hygiene conditions. Even if the dog is calm, the rule can apply to all animals, regardless of size or behavior.
It is also on these beaches that inspection tends to be more frequent. Lifeguards, concessionaires and those responsible for beach support can alert owners about the rules, but inspection and possible fines are the responsibility of maritime authorities, police, municipalities or competent bodies.
What the law says
The , which regulates the planning of the coast and the sanctioning regime applicable to infractions committed on beaches, provides that beach notices may establish a prohibition on the permanence and movement of animals outside authorized areas.
The National Maritime Authority’s model notice for 2026 also includes, among the prohibited activities, the movement and stay of animals outside authorized areas, except trained assistance dogs or dogs in the training phase, duly certified.
Furthermore, Ordinance No. 204-A/2026/1, of April 30, sets the bathing seasons for this year. In the Algarve, the dates are not the same in all municipalities: several beaches in Albufeira have a bathing season between May 15th and October 15th, while many beaches in other Algarve municipalities have a bathing season between June 1st and September 30th.
Assistance dogs are the exception
There is one important exception: duly certified service dogs can accompany their users in places where, as a rule, other animals are not allowed. This exception exists for reasons of autonomy, mobility and support for people with disabilities.
Decree-Law No. 74/2007 recognizes the right of access for people with disabilities accompanied by assistance dogs to places, transport and establishments with public access, including beaches. This right prevails over prohibitions or limitations indicated by signs or other signs, except in legally provided situations.
In these cases, the animal must be identified and meet applicable legal requirements. The presence of a service dog should not be confused with the entry of regular pets into areas where they are prohibited.
To avoid doubt, anyone who depends on an assistance dog must carry appropriate documentation or identification, especially in places with supervision or greater crowds.
Even when it is allowed, there are rules
On beaches where dogs are allowed, the owner still has responsibilities. The animal must be under control, must not disturb other bathers and must respect the general rules of public spaces.
Decree-Law No. 314/2003 determines that dogs and cats on public roads or places must wear a collar or harness with the owner’s identification. In the case of dogs, the law also requires that they be accompanied and led on a leash or with a functional muzzle, except for specified exceptions.
Waste collection is mandatory under applicable municipal regulations and must be carried out immediately. Carrying your own bags is essential, not only for reasons of civility, but also to avoid unsanitary situations on the beach.
Breeds considered potentially dangerous have their own rules. Decree-Law No. 315/2009 requires, in public places, a functional muzzle and a short leash of up to one meter, attached to the collar or harness. Ordinance No. 422/2004 identifies the breeds covered, including pit bull terrier, Rottweiler, Argentine Great Dane, Brazilian Fila Dog, American Staffordshire Terrier, Staffordshire Bull Terrier and Tosa Inu, as well as their respective crosses.
What can result in a fine
The entry of dogs on beaches where the presence of animals is prohibited may lead to intervention by the authorities. The same can happen if the owner does not collect waste, leaves the animal loose where this is not allowed or does not comply with specific rules applicable to certain breeds.
The National Maritime Authority’s model notice provides that failure to comply with information signs, the rules contained in the beach notice or instructions given by lifeguards in risk situations may be punished with a fine of 55 to 550 euros. Other non-compliances, such as lack of a leash, collar, muzzle or rules relating to dangerous or potentially dangerous dogs, may be covered by their own regimes.
Fines may vary according to the scope of the infraction, the municipality, the current notice and the authority responsible for inspection. Therefore, it is important not to assume that the rule is the same on all beaches.
The best advice is simple: confirm in advance, observe the signage and respect local instructions. A prepared trip avoids fines, conflicts and uncomfortable situations for the owner, the dog and other swimmers.
Algarve requires extra attention in summer
The answer to the initial question is, therefore, clear: you can only take your dog to the beach in the Algarve when the beach allows it and when there is no signage, notice or local rule prohibiting entry. Before laying out the towel with your animal by your side, it’s worth confirming the rules of the sand.
