Flávio presents a security plan; read the 12 measures

Pre-candidate detailed proposals such as classifying factions as narco-terrorists and building prisons inspired by El Salvador

The senator and pre-candidate for the Presidency of the Republic, (PL-RJ), presented this Thursday (June 18, 2026), in São Paulo, the public security plan “Brazil without Fear”. The package brings together 12 proposals aimed at combating organized crime, tightening criminal legislation and expanding federal investments in the area.

Among the measures announced are the classification of criminal factions as narco-terrorist organizations, the reduction of the age of criminal responsibility, the construction of new federal prisons inspired by the model adopted in El Salvador, chemical castration for those convicted of rape and the creation of a national facial recognition system.

Here is the list:

  1. Terrorist will be treated as terrorist: PCC, Comando Vermelho, militias and other factions would be classified as narco-terrorist organizations, with an increase in international cooperation to combat these groups;
  2. The minor’s crime is not minor: reduction of the age of criminal responsibility from 18 to 16 and criminal liability from the age of 14 for heinous crimes;
  3. Elite troops on the borders: creation of a National Border System, with integration between the Armed Forces, federal police and state forces to combat drug and weapons trafficking;
  4. More prisons, fewer criminals released: construction of five new maximum security federal prisons and creation of new places in the penitentiary system to reduce the prison deficit;
  5. Nip the evil in the bud: implementation of chemical castration for those convicted of rape and sexual abuse of children;
  6. Zero tolerance for femicide: monitoring aggressors with electronic ankle bracelets and toughening sentences for crimes committed against women;
  7. End “Made in Brazil” cocaine: strengthening inspection at ports, especially Santos and Paranaguá, to combat international drug trafficking;
  8. Less verb and more money: expansion of federal investments in public security, with the initial goal of doubling resources allocated to the area;
  9. Lights, camera, prison: creation of a national facial recognition and integrated video monitoring system, inspired by programs such as Smart Sampa and Muralha Paulista;
  10. Aid to the families of the victims, not the criminals: prioritization of crime victims and their families in assistance and reparation policies;
  11. No discount for barbarity: end of regime progression for those convicted of heinous crimes and tightening of the rules for obtaining criminal benefits;
  12. Anyone who doesn’t fall in line will be dismissed from society: toughening penalties for theft, theft and stealing of cell phones, with restrictions on regime progression.
