In its opinion on the budget accompanying laws, the Court of Auditors criticizes the lack of reform approaches. There was a lack of structural measures in financing-intensive areas. Such national reforms would be necessary, for example, in the health, care and pensions sectors, as well as education and energy. What is needed is a willingness to reform across regional authorities.
