Despite what was established at the beginning of the month with the PSD, Chega maintains the requirement for five years of legal residence in Portugal, with a contributory career during that period, so that non-EU citizens can have access to PSU, the new support with which the Government intends to replace 13 social benefits.

The proposed amendment presented by the parliamentary group of Andre Ventura goes beyond the legislative initiative proposed by Luís Montenegro’s Executive, which initially envisaged one year of legal residenceand also the amendments presented in the meantime by PSD and CDS-PP, which .

Last week, the Minister of the Presidency, António Leitão Amaro, admitted a approach to Chega’s positionsbut considered that the five-year requirement would be “disproportionate” and unnecessarytaking into account the legislative changes already approved in this legislature.

Chega’s proposal applies to people from countries outside the European Union, the European Economic Area or without free movement agreements with the EU.

The party does not propose changes to one of the most contested points by the left opposition, note: the creation of a reporting channel with the entity responsible for managing the PSU.

This channel is intended for reporting fraud situationsabuse or improper access, and confidentiality and information processing mechanisms must be guaranteed, as well as a dedicated team to monitor it.

PS admits approving PSU if the Government “lets its inhumanity drop”

The general secretary of the PS, José Luís Carneirosaid today that the party has already submitted its proposals to amend the single social benefit law (PSU) and that it approves the Government’s proposal if “drop your inhumanity”.

“A single social benefit that guarantees more effective support to the most vulnerable, on the one hand. Secondly, that guarantees that the means condition does not exclude and, on the contrary, contributes to inclusion and, at the same time, does not reduce the benefit to be granted to its beneficiaries, are the fundamental conditions that the PS put in place”, announced the party leader.

José Luís Carneiro, who visited the São João celebrations in Vila Nova de Gaia, stated that the party presented its proposals and that “there was a dialogue between the two parliamentary leaders, from the PSD and also from the PS”.

“If the Government drops its inhumanity, I think there are conditions for us to be able to approve the single social benefit and correspond to the European commitment that Portugal established”, guaranteed the socialist.

If nothing is changed in the initial proposal, Socialists will vote against. “If the Government insists on inhumanity, on wanting punish the humblestthe most vulnerable and the poorest, the Socialist Party will vote against this inhumanity of the Government”, he assured.

Remembering that current support (such as the RSI, for example) “already oblige that a contract be established between employers and those looking for work”, Carneiro stated that socialists are “available to improve support instruments for the most vulnerable”.

“We are available for the unique social benefit to contribute to combating poverty and inequalities and to also be applied with transparency and rigorously. Now, we cannot accept the proposals that the Government and Chega wanted to approve in the Assembly of the Republic”, he clarified.

Asked by red lines to prevent the PS from negotiating the proposed law, the socialist stated that the proposals he presented were “in the positive”.

Livre has already presented its proposed amendment to the executive diploma, defending the abolition of mandatory social work.

Mendes Lopes also argued that “It doesn’t make sense to have a reporting channel so that neighbors are self-watch each other” or that “the whole family is penalized because someone refuses to do social work”.
