PT councilor arrested in investigation into PCC in SP

MPSP says that Transunião was used to launder money; Justice blocked R$194 million

The Public Ministry of São Paulo and the Civil Police launched an attack this Thursday (June 25, 2026) against an alleged (Primeiro Comando da Capital) in public transport in the capital of São Paulo. The action resulted in the arrest of 5 targets, including the councilor (PT-SP), members of the faction and the president of Transunião Transportes SA

The warrants are served at addresses in the capital, Greater São Paulo and Extrema (MG). The operation is conducted by the DEIC (State Department of Criminal Investigations), of the Civil Police, and by Gaeco (Special Action Group to Combat Organized Crime), of the MPSP.

  • Senival Moura, councilor of São Paulo;

  • Lourival Monário, “Orelha”, current president of Transunião;
  • Leonel Moreira Martins, “Cabeça Branca”, operational supervisor of the company.

The investigation began with the murder of Adauto Soares Jorge, then president of Transunião, in 2020. According to the MPSP and the Civil Police, evidence was gathered about the use of the concessionaire by the PCC to launder money. The company received more than R$300 million from the São Paulo transport system in 2025 alone.

Investigators claim that there was a parallel nucleus responsible for decisions related to Transunião, including the transfer of values ​​to criminals linked to the PCC. The investigation also highlights suspicions in the company’s corporate change. The share capital would have jumped from just over R$100 thousand to more than R$50 million, with no clear origin of the resources.

The court ordered measures against those investigated and the company. Among the main points:

  • blocking of R$194 million in bank accounts;
  • hijacking of 117 vehicles and blocking of 21 properties;
  • hijacking of 3 vessels;
  • removal of Transunião directors;
  • communication to the City of São Paulo for administrative, regulatory and contractual measures, including administrative intervention.

The MPSP states that the economic circuit identified in the Última Parada operation has points of contact with schemes investigated in the operations, and. The latter was launched by the Federal Police against international drug trafficking involving the PCC and the ‘Ndrangheta, a mafia group based in Italy.

In 2024, Gaeco launched the , against two organizations suspected of laundering illicit PCC resources through UPBUS and Transwolff. The two companies were responsible for transporting almost 700,000 passengers per day in São Paulo and received more than R$800 million from the city hall in 2023.
