Brazil opens 1st tax office in China outside the Americas

Diplomatic representation will be headed by the Undersecretary of Inspection of the Federal Revenue, Andrea Costa Chaves

The Ministry of Finance opened this Friday (June 26, 2026) its Federal Revenue Tax and Customs Office in Beijing. With this, Brazil now has the presence of tax and customs attachés in 5 embassies:

  • Beijing (China);
  • Washington (USA);
  • Asunción (Paraguay);
  • Buenos Aires (Argentina);
  • Montevideo (Uruguay).

It is the first body of its kind to be installed outside the Americas and signals the Brazilian government’s desire to strengthen its institutional presence in China, currently Brazil’s largest trading partner. The holder of the addendum will be the Undersecretary of Inspection of the Federal Revenue, Andrea Costa Chaves.

Tax and Customs Addendums of the Federal Revenue Service are diplomatic representations abroad. The idea is to promote more direct cooperation in trade, combating tax offenses and the exchange of customs information and financial transactions.

The inauguration ceremony was held at the Brazilian embassy in Beijing and was attended by the Minister of Finance, Dario Durigan, who has been fulfilling commitments in the country since Tuesday (June 23).

In a conversation with journalists, Durigan declared that in addition to facilitating dialogue between the customs authorities of Brazil and China, the addendum will also strengthen the countries’ cooperation in combating organized crime.

The minister did not say that the presence of criminal organizations in trade or financial transit between countries, such as illegal shipments and arms trafficking, had already been identified, but that the volume of containers and exchanges between China and Brazil caused the need to reinforce institutional means in the diplomatic relationship. He cited the Brazilian attachment to the United States as a good example in combating criminal infiltration in commercial exchanges between countries.

“It is certainly necessary to ensure that within this international movement, Brazil does not serve as an exit or entry point for drugs and weapons, which is what concerns us most”said the minister.

The installation of the Federal Revenue addendum takes place 6 months after the PF (Federal Police) opened its addendum in China.
