Russian negotiators delivered a detailed memorandum to their Ukrainian peers on Monday, outlining Moscow’s terms for a total ceasefire, Kremlin Vladimir Medinsky’s advisor told reporters after negotiations in Istanbul.
Medinsky, the head of the Russian delegation, also said Russia had suggested a two or three-day ceasefire in certain areas.
