INSS CPI arrests entity president for false testimony

Abraão Lincoln Ferreira da Cruz allegedly lied about the reason for his departure from the confederation and about his link with Careca of the INSS

The president of the (Brazilian Confederation of Fisheries and Aquaculture Workers), Abraão Lincoln Ferreira da Cruz, was arrested on Monday (3.Nov.2025) for false testimony during testimony to the (Mixed Parliamentary Commission of Inquiry) investigating illegal deductions in the payment of pensions from the (National Social Security Institute).

CBPA is among the entities that took part in the legal actions filed by the (Advocacia Geral da União) on behalf of the INSS.

After questions from congressmen, the CPMI rapporteur, the deputy (União Brasil-AL), called for the deponent’s arrest in the act. The request was accepted by the president of the commission, the senator (Podemos-MG).

According to the rapporteur, Lincoln lied about the reason for his departure from the leadership of the (National Confederation of Fishermen and Aquaculturists). During his testimony, he declared that he had resigned from his position, when in fact he had been removed as a precautionary measure. Furthermore, “denied through silence” meet Antônio Carlos Camilo Antunes, but admitted the bond when answering other questions.

Summoned as a witness, Lincoln appeared supported by preventive habeas corpus granted by the minister of the (Federal Supreme Court). The decision maintained his summons as a witness (with the duty to speak out about the facts), but guaranteed him the right to silence and non-self-incrimination.

Lincoln also allegedly lied about the nature of his relationship with Gabriel Negreiros, CBPA treasurer, and about the scope of the power of attorney given to Adelino Rodrigues Júnior. Adelino would be a partner in one of the call center investigated for links with Careca from the INSS.

According to the CPMI, Adelino had broad powers to move CBPA resources, and, with these powers, he sent R$59,000 to the wife of the then INSS attorney general, Virgílio Antônio, and R$430,000 to João Victor Fernandes in cash.
