The president of , (Republicans), defended this Tuesday (10) the use of parliamentary amendments and the adjustment to civil servants approved by the House.
“It wasn’t a gravy train like it was passed on to society,” he stated, in reference to the Legislative servants creating a new bonus that allows them to earn more than the civil service salary cap.
The statements were made at the CEO Conference Brasil 2026, promoted by the bank BTG Pactual.
In the same panel, which discussed the perspectives and priorities of the , Motta defended the in 2026, an index in line with that granted to the Judiciary. According to him, the decision respected budgetary criteria and avoided a real increase in expenses.
“We approved the readjustment of the Judiciary and maintained the same rate for the Legislature. The Chamber had discretion and did not exceed the budget allocated for this year”, he stated.
When commenting on the minister’s decision, which was not provided for by law, Motta said it was a “very happy” choice by Dino.
He also came out in defense of parliamentary amendments, which are often criticized for lack of transparency and problems in the execution of resources.
“They are a fundamental instrument for Brazil’s progress, especially in the corners of the country. We are fully complying with the commitments made with the other Powers with regard to transparency”, he declared. He added that “the Legislature cannot be criminalized for the poor execution of these amendments.”
The president of the Chamber also said that he does not intend to declare support for candidates in next year’s presidential election.
“I had the support of practically all the parties in the House, so I need to have a lot of balance to declare my support for anyone. At the same time, I believe that politics is done with positioning, and mine will be done when the candidacies are better designed”, he said.
He also commented on the scenario in and indicated that the governor should seek re-election in 2026. “There was every indication that Tarcísio would be a pre-candidate for the Presidency. With the nomination of Senator Flávio, everything indicates that he will run again for the government of São Paulo and continue doing his excellent work in the state of São Paulo”, he stated.
In the economic area, the president of the Chamber signaled resistance to new tax increase initiatives. Although he recognizes that Congress has, at different times, followed the Executive’s guidelines, he stated that the current political climate is unfavorable to increasing the tax burden.
“In several aspects, Congress responded, as far as possible, to the Executive’s guidelines. However, the Chamber’s environment is clearly adverse to the tax agenda, especially after the increase in the IOF in 2025,” he said.
Regarding the proposal to tax large fortunes, the deputy assessed that the issue usually gains strength during electoral periods, but has not been effectively promoted by the federal government. “It is a recurring theme in election years, but it is an issue that the government itself has not prioritized”, he said.
