União Brasil and PP defend Toffoli amid the Master bank crisis

The demonstration occurs amid the repercussion of mentions found of the minister on Vorcaro’s cell phone

The Progressive Union Federation released this Friday (13) a note in defense of minister Dias Toffoliof the Federal Supreme Court (STF), and stated that there is an attempt to create narratives to turn public opinion against the judge.

The text is signed by the national president of Progressistas, Ciro Nogueira, and by the president of União Brasil, Antonio Rueda. The federation maintains that “it is necessary to consider that injustices happen when there is only one side of a version repeated countless times without a solid basis”.

The demonstration takes place in the midst of repercussion of the mentions found of Toffoli on the cell phone of the owner of Banco Master, Daniel Vorcaro by the Federal Police (PF). The minister admitted to being a partner in the company that sold a stake in a resort to the banker’s brother-in-law and left the report on the case to the Supreme Court, later taken over by André Mendonça.

One of the people closest to Vorcaro in Brasília was Ciro Nogueira. According to reports from people close to the parliamentarian, he was heard before the governor of the Federal District, Ibaneis Rocha, approved the offer to purchase Master by BRB and is considered a key player in the negotiation, as Ibaneis seeks support for the 2026 election, when he intends to run for the Senate.

Progressive Union Alliance

Even before the formalization of the Progressive Union federation, Rueda offered an alliance to pave the way for Ibaneis’ campaign in 2026. Furthermore, Ciro presented an amendment to the Proposed Amendment to the Constitution (PEC) of the Central Bank’s financial autonomy to raise the coverage ceiling of the Credit Guarantee Fund (FGC) from R$250 thousand to R$1 million per CPF. The proposal was identified by parliamentarians and members of the financial market as one of the first initiatives in Congress that could benefit the Master.

Rueda is also appointed by parliamentarians as articulating the bank’s interests in Congress. União Brasil, the party that presides, controls RioPrevidência, a pension fund for employees of the State of Rio de Janeiro, which invested around R$1 billion in Master. The fund was the target of an operation by the Federal Police due to suspected irregularities in the operation, considered incompatible with the purpose of the institute and high risk.

The presidents of the Chamber, Hugo Motta, and the Senate, Davi Alcolumbre, resist the installation of a Parliamentary Commission of Inquiry (CPI) to investigate Banco Master. According to Estadão, Rueda also worked behind the scenes to block the commission. The message conveyed to parliamentarians collecting signatures is that the leader was personally interested in the discussions and had determined to send Union emissaries to address the issue. Behind the scenes, these movements are attributed to the so-called “Master’s Bench”.

In the note released this Friday, the federation states that the accusations against Toffoli represent “a slanderous version, which becomes treated as true precisely because of the repetition“. The text adds that attention must be paid to narratives that seek to turn the population against the minister and argues that “Justice is strengthened when there is balance and respect for institutions”.

In the end, the Progressive Union reiterates “confidence in the integrity of Minister Dias Toffoli” and states that it believes that “the truth will, once again, prevail”.

Solidarity Note

The national president of Solidariedade, the federal deputy Paulinho da Forçaalso published a public note in Toffoli’s defense.

Rapporteur of the Dosimetry PL in the Chamber, Paulinho stated that “firm statements are essential to deal with turbulent moments” and highlighted the “almost twenty years of relevant services provided in the Brazilian judiciary” by the minister.

In the note, the leader criticized what he classified as “moral lynching of public authorities based on pre-judgments and selective leaks of information elements” and said that “it cannot be accepted that corporations and a portion of the media” promote this type of conduct.
