Unanimously, the Council of Ethics and Parliamentary Decorum of Alesp (Legislative Assembly of São Paulo) opened, this Tuesday (24), a disciplinary process that could lead to the revocation of the mandate of Bolsonaro deputy Lucas Bove (PL) for breach of parliamentary decorum.
The process welcomes representation from deputy Mônica Seixas (PSOL), who accuses him of gender politics because of a discussion between him and female deputies last September.
The rapporteur will be deputy Emídio de Souza (PT), who also reported the case of harassment of former deputy Isa Penna, in 2021, after she was groped by colleague Fernando Cury in plenary. On that occasion, Cury.
Bove is a defendant in the São Paulo Court on charges of having influencer Cíntia Chagas. This case was also taken to the Ethics Council by Mônica herself, in August. The deputy denies all accusations.
The episode that culminated in the opening of the process, this Tuesday (24), refers to a dispute involving Mônica, Bove, Paula Nunes (PSOL) and Professor Bebel (PT) in the Alesp plenary. Mônica then reported that Bove was arguing with Bebel with his finger raised. “I speak however I want,” said the deputy while gesturing vehemently.
The discussion was broadcast on TV Alesp, but was interrupted when the session was suspended so that the fight could be broken up.
Deputies Emídio de Souza (PT), Rafael Saraiva (União), Paula Nunes (PSOL), Eduardo Nóbrega (Podemos) and Delegado Olim (PP), president of the collegiate, voted to open the disciplinary process.
“I was surprised by the decision, I confess that I had no hope of accepting the complaint. But we have a pedagogical task to defend women’s lives here at Alesp. Before the slap, the punch and the feminicide comes a long process of psychological and moral aggression”, Mônica Seixas told Sheet.
Paula, during the session, said that the case should not be treated as a “plenary fight”.
“He [Bove] He does this because he feels comfortable under the cloak of parliamentary immunity from raping other women,” he said.
The two deputies printed the names of victims of feminicide to paste on the chairs arranged in the Tiradentes Plenary, where the Ethics Council session was held. Among the cases portrayed were that of , whose body was found inside a supermarket cart, , stabbed to death by her ex-husband.
“We carried out this intervention precisely because we are saying that aggressors of women are everywhere and that we must stop them”, Mônica told the reporter.
At the scene, an audience of women showed up with signs that included words such as “hurrah” and “let’s impeach sexists.”
Representative Eduardo Nóbrega, when justifying his vote, said that the situation “borders on, if not violates, parliamentary decorum”, while Rafael Saraiva added that the allegations “reflect a possible crime”.
Emídio de Souza noted that there is only one among the eight members of the Ethics Council – deputy Paula Nunes – and that “the composition of this council alone demonstrates, in itself, the imbalance that exists in this House”.
Bove said, in a statement, that the case became a political trial and recalled that, in , federal deputy Glauber Braga (PSOL-RJ), was not impeached, after kicking a (Movimento Brasil Livre) activist.
“I was denounced due to a heated discussion in plenary, common in politics and without any type of violence. I didn’t make a crack or kick any citizen, as did the PSOL deputy who escaped impeachment in a political movement. Here it is no different: it was not a judgment on the merits, but a political one”, he said.
“It’s not for nothing that they left the issue, which had already been raised for months, until the beginning of the election year. So much so that the case in which I represented the PSOL deputy for calling me an imbecile in the plenary was shelved in this same session. What ethics and/or decorum does a parliamentarian have who insults another? There are, as usual, double standards to legitimize persecution against Bolsonaro parliamentarians.”
The Bolsonaro deputy had made a representation against Mônica and Paula on the grounds that they had tried to accuse him of crimes. This representation was also unanimously filed this Tuesday.
The Ethics Council will now hear witnesses in the case and open space for Bove to present his defense. At the end of the process, the panel will debate whether the deputy will be warned, suspended or have his mandate revoked. The council’s decision will go to the House plenary and the other deputies will vote on their colleague’s future.
“I received the assignment to report this process on political gender violence against deputy Lucas Bove at the Ethics Council with a deep sense of responsibility. I will analyze all the evidence and testimonies, ensuring the broadest defense, so that I can present a report seeking justice”, said deputy Emídio de Souza to Sheet.
Bove was also the target of another representation approved by the collegiate this Tuesday, together with deputy Tenente Coimbra (PL), after both called deputy Ediane Maria (PSOL) a no-brainer last December.
“Who deserves to be called a no-brainer? Nobody. Because it undermines their dignity”, said Ediane at the Ethics Council.
A member of the bullet bench and president of the collegiate, Olim voted in favor of opening the process. “You can count on my support,” he said to Ediane. The request was approved by 3 to 2. In addition to Olim, Emídio and Paula voted in favor, while Eduardo Nóbrega and Rafael Saraiva were against. Nóbrega will be the rapporteur.
In the previous legislature, the former deputy, Mamãe Falei, member of the MBL, after sexist audios of him against Ukrainian women were leaked, in 2022. It had been the first impeachment.
