Minister of the STF considered it necessary to preserve the confidentiality of personal relationships in the face of data leaks from the founder of Master
Minister André Mendonça, of the STF (Supreme Federal Court), determined this Monday (16 March 2026) that the Federal Police exclude Daniel Vorcaro’s private data from the breach of confidentiality information forwarded to the CPMI (Joint Parliamentary Commission of Inquiry) of the INSS.
In the order, the minister stated that all material stored in the CPMI safe room must be removed in interinstitutional collaboration between the PF and the commission’s presidency so that a “separation of existing data, so that any content that exclusively concerns the private life of the person being investigated is not shared”.
According to the minister, it is necessary to consider preserving the confidentiality of aspects of the private life of the founder of Banco Master, investigated in Operation Compliance Zero. Read the (PDF – 105 kB).
The decision follows the same direction as the minister’s order that opened a police investigation to investigate the leak of data from Vorcaro’s cell phone messages with his ex-girlfriend, Martha Graeff.
In the decision of March 6, the minister stated that sharing the breach of confidentiality does not authorize the leaking of information by members of the CPI. “Quite the contrary, it gives the authority that received the restricted access information responsibility for maintaining secrecy. This is because, clearly, any breach of secrecy does not make the accessed information public,” he declared. Read the (PDF – 179 KB).

VORCARO PRISON
On Friday (13 March), the 2nd Panel of the STF had a majority to maintain Vorcaro’s prison in a maximum security unit. For the rapporteur, the police “proven the practice of acts of concrete threats” carried out by the group called “A Turma”, responsible for intimidating opponents of the former banker.
According to Mendonça, the group “still presents itself as a dangerous threat in a latent state, as it has members who are still at large”
In his vote, Mendonça also stated that:
- there are still 8 Daniel Vorcaro cell phones to analyze;
- an illegal weapon was found with Luiz Phillipi Mourão, known as Sicário (died on March 6), with an illegal weapon.
The rapporteur was accompanied by Luiz Fux and Kássio Nunes Marques. Minister Gilmar Mendes remains to vote, who has until March 20 to speak out. Toffoli declared himself a suspect in processes related to Operation Compliance Zero.
