Senate approves funding for treatment outside the home by SUS

Project allows companions and prohibits costs for journeys of less than 50 km or within the same metropolitan region

O Federal Senate approved this Wednesday (25th March 2026) the PL (Bill), which creates a financial support mechanism for those who need to travel to another municipality in search of health treatment. The text goes to the president for sanction Luiz Inácio Lula da Silva.

Reported by the senator (PT-AP), the proposal had already been approved by the Social Affairs Committee. The text institutionalizes the TFD (Out-of-Home Treatment), which provides for the cost of transportation, food and, when necessary, accommodation for the patient and a companion.

The objective is to avoid interruption of treatments due to , especially in regions where the supply of specialized services is concentrated in large urban centers.

According to the text, the subsistence allowance must cover basic expenses and will be adjusted periodically by the national management of the SUS. The benefit will only be granted when the possibilities of care in the municipality of residence have been exhausted and there is an indication for treatment in another location with the potential to improve the clinical condition.

The proposal also establishes that support may include a companion, subject to medical justification. There will be no concession for less than 50 km or within the same metropolitan region.

If the assistance is not available in time, the patient and companion may request a refund of the costs.
