Government publishes decree that resets PIS/Cofins for aviation kerosene

The government of the President of the Republic, Luiz Inácio Lula da Silva (PT), published this Wednesday, 8, the decree that resets tax rates of Social Integration Program (PIS) and Contribution to Social Security Financing (Cofins) on aviation kerosene (FROG).

The reduction in PIS and Cofins on QAV will be valid from April 8 to May 31, 2026.

The decree that eliminates federal taxes was published in an extra edition of the Official Gazette of the Union (DOU) in the early afternoon of this Wednesday.

The federal government published on Tuesday, 7th, in an extra edition of the DOU, the provisional measure and the decrees made to mitigate the effects of the war in the Middle East on fuels.

In addition to the diesel subsidy made in partnership with governors, the subsidy on liquefied petroleum gas (LPG) was published and financing for airlines. All measures published by the government have a deadline of May 31st.

To compensate for the loss of revenue with the exemption for QAV and biodiesel, the government increased the IPI for cigarettes.

Tuesday’s measure also authorizes the Union to grant financing of R$1 billion, intended for working capital, to airlines. The initiative will be carried out through Banco do Brasil.

The expiry date for air navigation fees was also postponed. The taxes that companies should pay in the months of June, July and August were postponed until December 4th.
