Lula invests R$41 million in teaching center at Instituto do Coração

The president (PT) signed, this Friday (10.Apr.2026), an ordinance that allocates R$41 million to the (Instituto do Coração), in São Paulo. The amount represents the largest investment ever released by the Ministry of Health to the institute.

The signing took place during the inauguration of InCor’s Cesin (Teaching, Simulation and Innovation Center), linked to HCFMUSP (Hospital das Clínicas of the Faculty of Medicine of the University of São Paulo).

The event was attended by USP professor and director at InCor and Hospital Sírio-Libanês, Roberto Kalil Filho; of the vice-president and minister of Development, Industry, Commerce and Services, (PSB); of the Minister of Health, (PT); of the Secretary General of the Presidency, (Psol); and the first lady, Janja Lula da Silva.

Lula then participated in the inauguration of the Tamanduatehy unit at the Federal University of ABC (UFABC), in Santo André, and, later, in the inauguration of the headquarters of the IFSP (Federal Institute of São Paulo) campus, in Sorocaba, both aimed at expanding the federal educational infrastructure in the State.

Cesin is a 5-story complex measuring 3,800 square meters. The structure brings together 8 simulation rooms with realistic scenarios, such as emergency, ICU and surgical center. The center has an immersive virtual reality studio, a biobank for storing genetic material and an area dedicated to the Innovation Center (InovaInCor). The structure has an auditorium and teaching rooms.

The new space expands InCor’s total built area dedicated to teaching and research by around 15%. The center was designed to reproduce, with high fidelity, real healthcare environments. Students and professionals can experience complex clinical situations and train decision-making in critical scenarios.

The resources of R$41 million will be applied to expanding service capacity and strengthening assistance and teaching actions. The initiative aims to expand the offer of specialized services and improve the care provided to the population by the SUS (Unified Health System).

Digital health

During the agenda, an agreement will be signed for the implementation, development and maintenance of digital health, telehealth and innovation actions in the SUS. The agreement has a value of R$9 million.

InCor’s adherence to the Mais Médicos Especialistas program will be formalized. The program aims to expand the supply of specialized professionals and reduce the waiting time for care in the SUS. The signing marks the institute’s entry as a mentoring institution in the program. The initial offer of vacancies will be in the area of ​​cardiology.

The program includes the signing of an ACT (Technical Cooperation Agreement) with Nutes/UEPB (Strategic Health Technologies Center of the State University of Paraíba). The partnership is focused on the development and adaptation of health technologies. The focus is on strengthening the Health Economic-Industrial Complex.

Cooperation provides for technology transfer, professional training and stimulation of national production. The objective is to reduce external dependence and expand the country’s technological autonomy. The steps include identifying needs, evaluating available technologies, developing solutions, structuring a technology hub and training professionals for the SUS.
