Union with Municipalities allocates R$132 million for actions in the Amazon

The federal government and the (National Agency for Technical Assistance and Rural Extension) formalized contracts to develop land regularization and technical assistance actions to serve more than 7,000 families and help control deforestation in the Legal Amazon.

With the signature of 14 service providers, the contracts total approximately R$ 132 million and are part of the Union with Municipalities Program,

The program is divided into 3 cycles, coordinated by the Ministry of Environment and Climate Change, and carried out in partnership with the Ministry of Agrarian Development and Family Agriculture, Incra (National Institute of Colonization and Agrarian Reform) and Anater.

The project prioritizes small rural properties, properties with up to 4 fiscal modules, located in settlements or areas of undesignated federal public land.

The 1st stage will be carried out in the 48 priority points for controlling deforestation in the states of Amazonas, Acre, Pará, Mato Grosso, Rondônia and Roraima and foresees the regularization of 2.3 million hectares, to serve the approximately 7,300 families of family farmers, occupants of federal public lands not yet allocated or Incra settlers.

According to the schedule, in April the team formation process begins and the signing of work orders with each of the 14 winning entities. Among the initial actions are the identification and visit to family farmers to begin land and environmental regularization on lands previously selected in dialogue between partners.

Then the fieldwork begins with the families that will be served. The teams will support farmers in implementing agroecological practices and agroforestry systems.

The initiative aims to guarantee land ownership and productive inclusion in the Amazon. In addition to environmental and land regularization, the program also focuses on supporting Ater (Technical Assistance and Rural Extension).

According to the project notice, technical assistance will also be offered, strengthening family farming and promoting sustainable rural development, so that farmers can improve their income in a sustainable way, keeping the forest standing.

“This region, marked by a multiplicity of actors, including traditional communities, indigenous peoples, family farmers, agrarian reform settlements, medium and large agricultural enterprises and conservation units, demands action strategies that consider local specificities, conflicts over land use, land regularization and different forms of appropriation and valorization of natural resources”says the program notice.

At the end of the 3rd cycle, the expectation is that the land regularization process will reach 9.5 million hectares, an area equivalent to the state of Santa Catarina. The goal is to complete the regularization of around 30 thousand families.

Created by decree of President Luiz Inácio Lula da Silva (PT), in September 2023, the Union with Municipalities Program defined, based on official data, 81 priority municipalities for controlling deforestation and forest degradation in the Amazon. Of these, 70 joined the program.

For the development of the actions, investments of around R$815 million are planned, coming from the Amazon Fund/BNDES, the Floresta+ Amazônia Project, implemented in partnership with the UNDP (United Nations Development Program), in addition to resources from the Green Climate Fund, the National Environment Fund and the Fund for the Defense of Diffuse Rights of the Ministry of Justice and Public Security.
