The senator and pre-candidate for the Presidency (-RJ) negotiates an agreement with part of the centrão and the right, this Tuesday (14), for an alliance that can defeat the PT candidate for the TCU (Tribunal de Contas da União).
The PL wants to beat deputy Odair Cunha (PT-MG), , (-PB). According to allies, Flávio will choose between: Soraya Santos (RJ), nominated by the PL; Elmar Nascimento (BA), nominated by União Brasil; or Hugo Leal (RJ), from PSD.
As a result of the agreement, the Novo candidate, Adriana Ventura (Novo-SP), withdrew her candidacy and will support Soraya or another name defined by Flávio Bolsonaro. The withdrawal has not yet been publicly announced, but was confirmed by PL parliamentarians to Sheet. Ventura did not take a position.
Flávio was there on Tuesday morning, hours before the vote scheduled for the end of the afternoon, with Elmar Nascimento, Adriana Ventura, Hugo Leal (PSD-RJ), Danilo Forte (PP-CE), and Gilson Daniel (Podemos-ES), as well as Soraya Santos herself.
The senator is negotiating a single candidate to be supported by União Brasil, PSD, Podemos, PL and Novo. The group believes that, together with the votes of the parties, there is a chance of defeating Odair Cunha. At first, Danilo Forte will not enter into the agreement.
The PT member has the support of the government base, with PT, PCdoB, PV, PSB, PDT, PSOL and Rede in its alliance, as well as a wing from the center, such as the Republicans of Motta, the MDB and part of the PP. The president’s support was part of the agreement that led the PT to support the Paraíba native in the election for the command of the Chamber.
The election for the next TCU minister is scheduled for this Tuesday in the plenary of the . The vote is secret and the parliamentarian who obtains the highest number of votes will be elected in just one round. Afterwards, the candidate must still be endorsed by the Federal Government.
The TCU’s function is to help Congress monitor and supervise Brazil’s budgetary and financial execution, exercising external control of the federal government.
According to the court’s website, the institution is responsible for the accounting, financial, budgetary, operational and patrimonial supervision of public bodies and entities in the country regarding legality, legitimacy and economicity.
On Monday (12), Elmar Nascimento had indicated that he could give up his candidacy. “If someone demonstrates more viability than me, why not?” he said at a press conference. “Whoever wants support must be willing to support,” he said.
Danilo Forte stated that it was too late to promote a single candidacy. The deputy said he sought out Flávio Bolsonaro in November 2025 to talk about the topic. “It can even generate a certain suspicion of anyone who is going to give up their candidacy now, it is difficult,” he said.
The nomination of deputy Soraya Santos when the PL abandoned the candidacy of deputy Hélio Lopes (RJ). “My support is for Soraya Santos, because she is a woman, qualified, prepared and with good political articulation to get this seat in the Chamber. It bothers everyone that among the current members of the TCU there is not even a woman”, said Flávio Bolsonaro in a press conference.
Motta has told allies that, if the parties question the agreement signed around Odair, other understandings that divide power in the Chamber could also be broken. In this way, parties may lose reports and presidencies of important committees, such as the Budget.
