Motta ignores Lula’s PL on 6 X 1 and says there is no rapporteur forecast

President of the Chamber states that priority will be the PEC, which has slower processing and an implementation period of 10 years

The President of the Chamber of Deputies, (Republicanos-PB), said this Wednesday (April 15, 2026) that there is no forecast to appoint a rapporteur for the project sent by the government to end the end of the 6 X 1 scale.

Without a rapporteur, there is no way for the project to move forward, as he is responsible for creating the text that will be voted on in the plenary. According to the president of the Chamber, it is Lula’s right to send the project, but he is the one who decides how the ceremony will take place.

“The government’s PL against the 6×1 was presented yesterday and in the Chamber we will continue with the PECs schedule. Because this way we have a greater scope for discussion and we will have the most balanced proposal possible, giving space for everyone to participate”said the man from Paraíba.

Motta said that he will prioritize the progress of the PEC (Proposed Amendment to the Constitution) that is already being processed in the House, without running over the already pre-established calendar. The vote on the proposal at the CCJ (Constitution and Justice Commission) will take place on April 22, after the holiday.

The one sent by the president (PT) is processed under a constitutional regime. This means that Congress will have 45 days in each House to vote on the proposal. Otherwise, the agenda will be blocked and no other project can be voted on by the Legislature.

Motta said it was necessary, however, to debate the topic carefully and assess the impacts on the production sector. The PEC has been stuck in the Chamber since 2019, that is, almost 7 years.

Furthermore, another factor that weighs against the government is the elections. The president of the House does not want to hand the PT member approval of a project of this magnitude on a plate just a few months before the election.

PECs are also not sanctioned, which takes away the government’s leading role in the proposal and prevents Lula from vetoing sections considered inappropriate by Planalto. Congress will have all the leading roles.

SCALE 6 X 1

The project sent by the Executive determines the reduction of working hours from 44 to 40 hours per week, with 2 consecutive days of paid rest, without salary reduction and with – in other words, it will come into effect as soon as it is sanctioned.

The PEC that is in the Chamber – which took place this Wednesday (April 15) – determines the reduction from 44 to 36 hours per week, but it will only come into effect 10 years after it was promulgated.

As the text of the PEC has not yet been created, there is, for example, no definition of how these 36 hours will be divided. This could allow room for these hours to be distributed over 6 days a week, keeping only one day off.

Therefore, in practice, the PEC is actually a reduction in working hours, and not the end of the 6 X 1 scale.
