Senate approves mission to the US to accompany detained Brazilians

Commission wants to verify consular assistance and extradition rules; Ramagem case enters the agenda

The CRE (Commission on Foreign Relations) approved, this Thursday (April 16, 2026), a request for members of the collegiate to participate in an official mission to the United States to monitor the situation of Brazilians in custody.

Senator Jorge Seif’s (PL-SC) request cites the case of former deputy Alexandre Ramagem, arrested on Monday (13 April) by the Immigration and Border Control Service (ICE), but released on Wednesday (15 April). In September last year, former police chief Ramagem tried to avoid serving a 16-year sentence for being convicted by the Federal Supreme Court for an attempted coup d’état.

The delegation should go to the cities of Orlando, Florida, and Washington, DC, and may also investigate the actions of the competent Brazilian authorities on the subject, according to Seif.

According to the approved application, the mission will have to:

  • verify the provision of consular assistance to Brazilian citizens in custody in North American territory;
  • monitor compliance with the provisions of the extradition treaty signed between Brazil and the United States, especially regarding the prohibition of extradition for crimes of a political nature or related motivation;
  • establish institutional dialogue with authorities from the North American Legislative Branch, as well as with Brazilian diplomatic representatives and human rights organizations;
  • carry out technical visits to custody facilities under the responsibility of ICE, as well as meetings with the Brazilian diplomatic corps at the Consulate General and the Brazilian Embassy in Washington.

“Direct, on-site monitoring will not only allow the verification of custody conditions and respect for fundamental guarantees, but will strengthen institutional dialogue with foreign authorities, contributing to transparency, international cooperation and the protection of the rights of Brazilian citizens abroad”said Seif.

When presiding over the meeting, the senator (Republicanos-RS) supported the initiative.“There is no doubt that there is a complicated situation in relation to Brazilians in the United States, in general, and we have the particular case of former deputy Ramagem, who is politically persecuted, we all have no doubt about that”said Mourão.
