President said that there will be “reciprocity”; Donald Trump’s government said that police officer Marcelo Ivo must leave the country for having monitored Alexandre Ramagem in Florida to try to speed up the extradition process
The president (PT) spoke this Tuesday (April 21, 2026) in “reciprocity” after the United States the delegate for “circumvent extradition requests”.The measure comes after the arrest of the former deputy (PL), carried out on April 13.
Before traveling from Germany to Portugal, Lula told journalists that, if there was abuse by the North American authorities in the expulsion of the delegate from the country, Brazil could respond with “reciprocity”.
“I don’t know what happened, I was informed this morning, I think that if there was an abuse, you know, American towards our police officer, we are going to reciprocate with theirs in Brazil. There is no conversation, that is, we want things to happen in the most correct way possible, but we cannot accept this interference and this abuse of authority that some American characters want to have in relation to Brazil”declared Lula.

Delegate Marcelo Ivo Carvalho has served as a liaison officer for the Federal Police in Miami since 2023. Carvalho’s role was focused on international cooperation in the area of security. Therefore, he worked with the American Department of Homeland Security, dealing with issues such as immigration and combating terrorism.
The delegate’s initial stay in Miami was 2 years. In March 2025, the mission was extended for another year, until August 2026.
In his career of more than 20 years as a PF delegate, Carvalho was superintendent of the Federal Police in Paraíba, regional delegate for Investigation and Combating Organized Crime in São Paulo and head of the Guarulhos International Airport Police Station.

Senator Dr. Hiran (PP-RR) stated, on April 15, that a “delegate in the USA” persecuted Ramagem and his family. The congressman also said that there was pressure from the Brazilian government on the case.

PARTICIPATION IN RAMAGEM PRISON
Marcelo Ivo Carvalho’s situation changed with the ICE (Immigration and Customs Control Service), the North American immigration police. He was released 2 days later.
The former deputy, who is living in the USA, was sentenced by the Federal Supreme Court to 16 years in prison in the attempted coup, for the crimes of violent abolition of the Democratic Rule of Law, coup d’état and criminal organization.
The PF claimed that the arrest took place within international cooperation between Brazilian and American authorities, but the US disagreed.
In a statement, the State Department accused Carvalho of trying to manipulate the immigration system, circumvent formal extradition requests and extend political persecution to American territory. Therefore, the country interrupted the delegate’s mission ahead of schedule.
