Master Case: PF concludes that ‘Sicário’ death in Minas Gerais was suicide

The Federal Police Superintendence in Minas Gerais closed the investigation into the death of Luiz Philipi Machado de Moraes Mourão, nicknamed “Sicário” by Daniel Vorcaro, from Banco Master.

The PF verdict indicates that the death occurred by suicide. According to the agents’ analysis, the act was not interfered with by third parties nor was it the result of psychological coercion suffered by him.

This Thursday (23), agents from the superintendence meet with minister André Mendonça, rapporteur of the case involving the Master at the Federal Supreme Court (STF), to deliver the outcome of the case.

During the work, experts also investigated whether Mourão was under the influence of some type of psychotropic drug.

The investigators compared statements from acquaintances and witnesses with the content of personal messages, in addition to examining footage that recorded the entire period he was in the PF cell.

Upon receipt of the complete report, Mendonça is expected to pass on the conclusions of the investigation to the Attorney General of the Republic (PGR), to investigate the next steps, including a possible closing of the case.

About death

The Federal Police (PF) opened an investigation in March to examine the conditions of Sicário’s detention.

According to the PF, Sicário “made an attempt on his own life while he was in the custody of the institution at the Regional Superintendence of the Federal Police in Minas Gerais”.

The arrest took place in Operation Compliance Zero, which continues to map a billion-dollar hole in financial schemes linked to Banco Master.

Daniel Vorcaro was also arrested on the same day. The police identify the banker as the main coordinator of a criminal group divided into specific fronts.

During the investigations, the Federal Police understood that Sicário played an active role in the organization. He would be responsible for implementing commands that included surveillance of people, clandestine access to information in restricted databases and physical and psychological threat tactics.

Furthermore, the conclusion also mentions that there was a “violent dynamic evidenced by the conversations between Vorcaro and Mourão”. The idea points out that Sicário acted as a “longa manus”. In practice, the person being investigated acted as a direct executor of the violent actions planned by the organization.

The report also points to evidence that Mourão received monthly payments of R$1 million. This amount would be sent by Vorcaro as compensation for carrying out illegal tasks.
