Minister states that the new phase will have simplified membership and will include self-exclusion from betting for those who join the program
The Minister of Finance, Dario Durigan, stated this Monday (May 4, 2026) that the federal government is adjusting the Desenrola program following lessons from the 1st edition. The initiative seeks to expand its reach among defaulters and include mechanisms to avoid new debt.
Durigan said, during an interview with the Roda Viva program, from TV Culturathis Monday (May 4, 2025), that the government “learned from Desenrola 1” and decided to simplify access. He stated that banks will start looking for debtors directly, which reduces technological barriers observed in the previous stage.
1st Desenrola served approximately 15 million people in 2024, out of a universe of around 70 million people in debt at the time. The new phase aims to expand this reach by reducing requirements and integrating creditors into the negotiation process.
Durigan stated that one of the “structuring mechanisms” will be self-exclusion from online betting. According to him, whoever joins the program will stay for a certain period. The tool will use a system already available on the gov.br portal.
According to the minister, the reduction in the basic interest rate after the launch of the program contributed to reducing the level of debt until mid-2024. He declared that, with the resumption of the rise in interest rates, there was a further increase in default.
Durigan stated that the new edition of Desenrola will also establish rules to improve the quality of credit granted. He said the intention is to ensure that families have more sustainable payment conditions in the future.
