Investment in logistics reaches R$76.5 billion, highest in 11 years

Abdib data shows that concessions and partnerships with companies accelerate the modernization of transport terminals

Public and private contributions to transport and logistics infrastructure reached R$76.5 billion in 2025. According to data from Abdib (Brazilian Association of Infrastructure and Basic Industries), published in the Infrastructure Blue Book, the amount is the highest recorded since 2015 and one of the highest in the entire historical series.

The numbers indicate a change in trajectory in recent years. From 2019 to 2022, the sector totaled just over R$138 billion, with an annual average close to R$33 billion. In the three-year period from 2023 to 2025, the values ​​increased in scale, surpassing the mark of R$200 billion in the accumulated, with an annual average above R$65 billion.

The minister of , , declared that the scenario reflects a more favorable environment for long-term planning. “The numbers show a consistent trajectory of increasing contributions, with increasing participation from the private sector and more structured projects”, he stated. According to him, the advance allows the country to modernize its infrastructure, gain efficiency and increase competitiveness abroad.

PRIVATE PROTAGONISM

The private sector was the main driver of this growth. In 2025, companies made the majority of contributions to transport infrastructure, totaling around R$53.6 billion. The result reflects the consolidation of the model anchored in concessions and PPPs (public-private partnerships).

In 2025, the Ministry of Ports and Airports provided R$7.8 billion in port authorizations and contracts. From 2023 to 2025, the amount reached R$38.8 billion, an increase of more than 400% compared to the period from 2019 to 2022. In the same vein, direct public investments in the port sector totaled R$3.1 billion in the recent three-year period (an increase of 120% compared to the previous cycle).

In civil aviation, R$8.7 billion was injected in private investments from 2023 to 2025, in addition to expanding infrastructure outside major centers. The AmpliAR Program, in its 1st auction, attracted around R$731 million for regional airports. In waterways, contributions totaled R$ 1.3 billion.

IMPACTS ON THE ECONOMY

Civil aviation broke a historic record, with around 130 million passengers transported in 2025 – an increase of 30 million passengers compared to 2023 numbers.

Navigation through the country’s rivers also reached the highest volume in the historical series, with 140 million tons of cargo moved last year. Cabotage (navigation between national ports) registered a record of 223 million tons in 2025.
