São Paulo state deputies allocated R$700,000 in amendments to companies and entities related to the producer of the film “Dark Horse”, between 2023 and 2026. The film will tell the story of former president Jair Bolsonaro. The survey was carried out by the newspaper Folha de S. Paulo and was confirmed by Young Pan.

Last week, the Intercept Brasil portal revealed conversations between senator Flávio Bolsonaro (PL-RJ) and Daniel Vorcaroowner of Banco Master, where they negotiated values to finance production. The banker committed to transferring R$134 million towards the film’s costs. Go Up, the film’s producer, has Karina Gama as managing partner, who controls several cultural companies that received public money.

One of these companies is the Instituto Saber Brasil, which appears as beneficiary of three imposing amendments from state deputies. State deputy Valéria Bolsonaro (PL), former Secretary of Women of Tarcísio de Freitas (Republicans), allocated R$100,000 to the entity in 2023 under the justification of purchasing equipment, paid in December of that year.

In 2025, deputy Lucas Bove (PL) tried to send R$ 213 thousand to the institute to carry out a sports project, but the amount was not transferred due to a technical impediment.

To Jovem Pan, the deputy stated that the project “seemed interesting for the area of education, but I redirected the resource due to the lack of documents from the proponent”. Another deputy, Luiz Fernando (PT), allocated R$190,000 to the company, but the amount has not yet been paid.

The justification for the transfer will be the carrying out of cultural projects, according to the transparency portal. The representative’s office told Jovem Pan that the amendment “will be used solely and exclusively for a theater classes project in São Bernardo do Campo, at the request of a theater group in the city”.

“Since 2015, we have supported cultural projects by sending amendments to classes, purchasing equipment and promoting practice. It was with this aim that we were approached by the local group that recommended the aforementioned NGO to us”, he concluded.

Gil Diniz (PL), former advisor to Eduardo Bolsonaro (PL), former federal deputy who is in the United States, it was another state deputy who allocated amendments to productions of a company chaired by Karina. R$200,000 were allocated to the ANC (National Academy of Culture) in 2025 to finance the documentary series “National Heroes – sons of Brazil that does not surrender”. The amount was paid in August of that year.

The newspaper also points out that the Instituto Saber Brasil received R$2 million from federal deputy Mario Frias in 2025, for digital literacy and sport. The ANC had R$2.6 million worth of amendments allocated by deputies Marcos Pollon (PL-MS) and Bia Kicks (PL-DF). You impeached deputies Carla Zambelli and Alexandre Ramagemboth from PL, also allocated funds for the production of the documentary about national heroes.

Jovem Pan seeks the advice of deputies Gil and Valéria. The space is open to manifestation.
