Congress votes this Tuesday (May 19) on projects considered priorities for agribusiness
The National Congress is expected to vote this Tuesday (May 19, 2026) on a series of projects of interest to agribusiness. “Agro Day”, as the initiative is being called, was organized by (Parliamentary Agribusiness Front). The objective is to move forward on the same day with several issues considered priorities by the sector.
In the Chamber, “Agro Day” is the result of a negotiation between the presidents of the FPA, (Republicanos-PR), and Casa Baixa, (Republicans-PB).
The priority of the agricultural bench is the advancement of projects that deal with rural debt. The topic has been addressed in the group’s latest meetings, which are concerned about the high rate of default among producers just a few weeks before the 2026/2027 Harvest Plan.
One of the main fronts of the initiative is the PL which resources from the Pre-Salt Social Fund for renegotiating debts of farmers affected by climate events. The project has already passed the Chamber, but the current format government resistance. The text is in of the Senate, under the report of (MDB-AL). It must be voted on this Tuesday by the collegiate and can go to plenary on the same day.
OFFENSIVE IN THE CAMERA
In the Lower House, the priority is to approve the PL which modernizes rural insurance. The text, which has already passed the Senate, defines as an agricultural activity not only planting, but also the processing and marketing of products and inputs in the agricultural, livestock, aquaculture, fishing and forestry sectors.
According to the text, the insurance now covers losses caused by natural phenomena, pests and diseases that affect production; damage to fixed and semi-fixed assets (such as sheds and machines) and moving assets (animals). It also updates deadlines for receiving insurance, lower interest rates and priority in access to rural credit.
In addition to the project, votes on at least 8 proposals that benefit agribusiness are on the Casa Baixa agenda this Tuesday:
- PL 5.900/2025 — changes the powers of the Ministry of Agriculture for economic analysis of standards that impact agribusiness;
- PL 2.827/2025 — changes Income Tax rules on rural rentals;
- PLP 34/2026 — makes adjustments to incentives for the agricultural sector;
- PL 3.123/2025 — creation of the SNGRCR (National Rural Credit Risk Management System);
- PLP 262/2019 — allows cooperatives to access resources from the FDNE (Northeast Development Fund), FDA (Amazon Development Fund) and FDCO (Central-West Development Fund);
- PL 8.107/2017 — changes the limits of the Jamanxim National Forest and creates an APA (Jamanxim Environmental Protection Area) in the Municipality of Novo Progresso, in Pará;
- PL 699/2023 — establishes Profert (Fertilizer Industry Development Program);
- PL 2.951/2024 — modernization of rural insurance.
The FPA’s list of priorities also includes other projects that are not on the plenary agenda, but can still be analyzed this Tuesday. The Front will hold a lunch meeting at 12pm to discuss the strategy for “Agro Day” and can also change the projects that will be voted on. Read what other projects may still be on the agenda:

- PL 2564/2025 – amends the Environmental Crimes Law to prohibit automatic embargoes of rural properties based exclusively on satellite deforestation alerts, requiring prior notification and guarantee of defense (proceeding under an urgent regime and awaiting analysis by the plenary);
- PLP 104/2025 – includes canned sardines in the list of products in the basic food basket that are exempt from CBS (Contribution on Goods and Services) and IBS (Tax on Goods and Services) (processed on an urgent basis);
- PL 715/2023 – provides for the compatibility between the harvest-based employment contract and the status of holder of social benefits (proceeding on an urgent basis; awaiting inclusion on the agenda);
- FC (Inspection and Control Proposal) 5/2026 – inspection of imports of milk and dairy products (awaiting order from the Board).
