The president (PT) stated this Friday (22) that he will veto the bill, including the use of robots, in an election year, if the text is approved by the .

In an interview with the Sem Censura program, on TV Brasil, the PT member stated that the use of AI () “is valid for a lot of things, but it cannot be valid for electoral disputes to choose a mayor, a governor, a deputy”.

“You can’t. And now the benches have approved something that will encourage the use of robots in the election. I will certainly veto it. First I will work to prevent it from being approved. And then I will veto it,” he said.

The proposal was included by surprise on the plenary agenda and was approved on Tuesday (19) in a symbolic vote, that is, without parliamentarians having to register a nominal vote, which was criticized by deputies opposed to the proposal.

Furthermore, the session took place in a hybrid format, with remote participation, and with low attendance in the plenary — not even the president (-PB) was at the table. The text will now be analyzed by the Senate.

According to the text, an official cell phone number can be used “exclusively for party and electoral communication purposes” and messages sent from that phone, as long as they are intended for registered people, “do not constitute mass shooting even if carried out through automated systems or bots”.

The project only provides for the possibility for the recipient to unsubscribe from receipt, but does not provide for mechanisms for only voluntary registrations to be carried out.

Guilherme France, from Transparency International, assesses that the proposal creates a “mini-electoral reform that weakens oversight mechanisms and promotes impunity for political parties that fail to comply with the law.”

DEBT AND PARTY MERGERS

The bill also renegotiates party debts for up to 15 years and creates a cap on fines in case the parties’ accounts are rejected.

The proposal also allows party foundations to function as colleges, prohibits the seizure and freezing of assets from party electoral funds (even in cases of criminal conviction) and prevents the suspension of resources from the party fund during the election semester.

The project also establishes that a party that results from the merger of others is exempt from the application of the sanctions of suspension or blocking of transfers of party fund resources provided against the former parties.
