Government of Bahia pays amendments from arrested deputy – 05/30/2026 – Panel

The administration of the governor of Bahia, (), has paid almost R$2 million in parliamentary amendments to state deputy Binho Galinha (Avante) since October 2025, when the parliamentarian was arrested on charges of leading militias operating in Feira de Santana.

Galinha is being held in the Mata Escura penitentiary complex, in Salvador.

The amendments were sent to fund concerts and sporting events, in addition to the purchase of ambulances.

According to the state’s Transparency Portal, the deputy obtained amendments worth R$580,000 for shows and tourist activities in the interior of Bahia, R$40,000 for the state’s beach soccer federation, R$1.1 million for the acquisition of ambulances and health equipment and R$316,000 for repairs in schools and implementation of actions for early childhood education.

After being arrested, Galinha was expelled from the PRD and then joined Avante. The deputy intends to run for re-election this year.

He was the target of operation El Patrón, which investigates alleged crimes of loan sharking, extortion, gambling, money laundering and the formation of militias.

The state management stated, in a note, that the execution of mandatory amendments is a duty of the Executive and that it maintains control and transparency mechanisms over the application of public resources.

“The execution of parliamentary amendments begins with the opening of the budget programming by the competent state bodies, at which point the proposals begin to effectively integrate the administrative, financial and operational execution flow provided for in the Annual Budget Law”, says the note.
