Rutte arrived in Ukraine at a time when it is facing one of the heaviest waves of Russian attacks since the beginning of the war. In recent days, Russia has repeatedly hit the capital Kyiv itself and several other large cities.

The Ukrainian command specified that Russia fired a total of 73 missiles of various types and deployed 656 drones on Tuesday. They described this strike as one of the most extensive since the beginning of the invasion, as it significantly burdened and in some places overloaded the Ukrainian air defense.
Damage and victims were reported by several regions, including the metropolis of Kyiv and the city of Dnipro. The attacks hit civilian infrastructure and, according to local authorities, caused extensive damage to buildings and energy equipment.
