More than half of Brazilians consider the the criminal factions PCC (Primeiro Comando da Capital) and CV (Comando Vermelho) as organizations “terrorists”shows research PowerData carried out from May 30th to June 1st, 2026. For 53%, the measure is “good for Brazil”. Another 33% classify it as “roomy” for the country and 14% were unable to answer.

The announcement of the decision (– PDF – 804 kB) was made by the USA on Thursday (May 28, 2026), a few days after the senator and pre-candidate for President (PL-RJ) (Republican Party) in the Oval Office, at the White House. According to the congressman when he left the venue, the meeting’s central agenda was to encourage the US to officially classify Brazilian factions as terrorist organizations.

The North American decision has electoral implications in Brazil, as the data reinforces that public security tends to be one of the central agendas of the 2026 election.

When the US measure was announced, the president’s government evoked thearguing that the measure would open space for foreign interference in Brazil’s internal affairs.

The problem for Planalto is that this argument is difficult for the majority of the population to understand. The expression “terrorism” is easy to understand. The daily contact of Brazilians, especially in large urban centers, is with the fear of violence and the expansion of organized crime. In this environment, voters tend to evaluate the measure less from a diplomatic perspective and more from the promise of combating factions.

For Flávio’s allies and opponents, the decision was interpreted as a result of the senator’s trip to Washington and his rapprochement with Donald Trump. If this perception is consolidated, the congressman will be able to reap political dividends by joining an agenda to combat crime.

This week, however, the political script gained a new element of complexity. On Monday (June 1, 2026), the on a wide list of products imported from Brazil. The allegation is that the country had adopted practices considered unfair and harmful to North American companies.

As the Bolsonaros defended similar tariff measures in 2025 and Flávio had been associated with dialogue with the White House, part of the political cost of the decision could also end up falling on his candidacy.

For now, the research PowerData shows that there are two forces acting in opposite directions: the security agenda favoring Flávio and the economic agenda creating a passive potential. The next round of polls will show which of them will have more weight in voter perception.

The research was carried out by PowerDatagroup company Poder360 Journalism, with its own resources. Data was collected from May 30 to June 1, 2026, through calls to cell phones and landlines. There were 2,500 interviews in 166 municipalities in the 27 units of the Federation. The margin of error is 2 percentage points. The confidence interval is 95%.

To reach 2,500 interviews that proportionally fill (as they appear in society) the groups by sex, age, income, education and geographic location, the PowerData makes tens of thousands of phone calls. METHODOLOGY

The search PowerData was carried out from May 30th to June 1st, 2026. 2,500 people aged 16 or over were interviewed in 166 municipalities in the 27 units of the Federation. Parametric weighting was applied to compensate for disproportionalities in the variables of sex, age, level of education, region and income. The margin of error is 2 percentage points, plus or minus.

The interviews were carried out by telephone (for landlines and cell phones), using the URA system (Audible Response Unit), in which the interviewee listens to recorded questions and responds using the device’s keyboard. The study’s confidence interval is 95%.

To make reading easier, the search results have been rounded. Because of this process, it is possible that the sum of some of the results is different from 100%. Differences between total frequencies and percentages in variable crossing tables may appear due to non-response occurrences. This study was carried out with the company’s own resources.
