São Paulo State Government’s anti-poverty program will invest more than R$1.5 billion and will benefit more than 105 thousand people by 2027
The , launched in May last year by the , is consolidated as the largest public initiative to combat poverty in the history of the State, according to the administration. The strategy promotes a comprehensive care journey for the most vulnerable population, including social protection, professional qualifications, income and employment.
With the objective of transforming the reality of families, the program continues to make progress in strengthening municipalities and expanding in-person support from agents in low-income communities. Around 105 thousand families will benefit by 2027 with investments of more than R$1.5 billion, including funding and resources.
SuperAção SP currently has 442 agents and 42 supervisors, expected to reach 1,200 by the end of the year. These professionals are one of the program’s differentiators – trained to offer a complete journey of care to families in situations of social vulnerability.
In addition to providing information and guidance, SuperAção SP agents are responsible for identifying barriers that hinder families’ autonomy, such as lack of documentation, lack of daycare for children, need for professional training and mobility difficulties.
From there, they make referrals to the municipal and state public services necessary to resolve these issues, without neglecting immediate assistance to those who need it most.
Who can participate in SuperAção SP?
The program’s target audience is families who live in the State of São Paulo and are in a situation of social vulnerability. They must meet the following criteria:
- have registered or updated their data in the last 24 months; and
- have family income per capita –excluding income from social aid– below half the national minimum wage (R$810).
How does SuperAção SP work?
Based on data from CadÚnico and the mapping carried out by agents, families that join the program will be divided into two tracks for productive inclusion and the construction of a sustainable trajectory to overcome poverty.
Track 1 is “Social Protection”. It is aimed at families with greater difficulty in entering the job market. The following families fall into the group:
- eligible for those who are not receiving the benefit;
- without adults of working age;
- with adults of working age, but who are not able to work, as they require care from others; and
- with adults of working age, but homeless.
These families will be directed to assistance in the network of equipment and services. The gateway is , where social workers work to strengthen coexistence with the family and community, helping to guarantee social rights.
At Cras, the family can update their data on CadÚnico and receive guidance on social benefits. In the centers, Paif (Protection and Comprehensive Family Care Service) and SCFV (Coexistence and Bond Strengthening Service) are offered.
Along this path, it is possible to receive social protection assistance, aimed at basic needs. The benefit is paid to families with monthly family income per capita less than R$218, with or without access to existing income transfer programs, and in a situation of severe food insecurity – according to social assistance analysis.
The amount is paid monthly for 12 months, and can be extended for the same period, totaling up to 24 months. It corresponds to 1/12 (1 twelfth) of the current São Paulo minimum wage (R$ 1,804) per person, considering the number of family members, as stated in CadÚnico. Currently, it is R$150.33 per person.
For Track 2, called “Overcoming Poverty”, families with potential for inclusion in the world of work are referred. The trail has 3 modules and personalized support provided by a SuperAção agent, who visits them in their homes. Participants will be able to receive social protection assistance, but also other aid and incentives.
Along this path, the family and the SuperAção agent together create a family development plan, with training and training goals, and later inclusion in the world of work. There are 3 modules: Protect, Develop and Include.
One example is the Incentive to Commitment to SuperAção SP, a resource paid to families as soon as they finish creating the family development plan with the agent. R$200 is paid in a single installment at the end of the 1st month of participation.
Other transfers are aimed at training and inclusion in the job market. Members who participate in in-person courses receive a cost allowance of R$1,200, paid in two installments, to cover transportation and food. This is stipend assistance for professional training.
There is also a prize of R$600 for families that meet the goals of the skills development module – the Capacity Development Incentive –, with the aim of rewarding families that meet the goals of the Develop or professional training module.
At the end of the journey, in the 3rd and final module, called Include, a bonus is planned that can reach the minimum wage in São Paulo (R$ 1,874.36) for families that complete the training and inclusion modules, reinforcing the incentive for progression within the program.

Transfer to municipalities
In 2025, it transferred around R$110 million to the 48 municipalities included in SuperAção SP. The resources can be used by municipal administrations to support the expansion and qualification of the provision of social assistance services, with priority given to those essential to the removal of barriers to the productive inclusion of families participating in the program.
The amounts can be used for assistance and social protection services and equipment, strengthening municipal action with the population.
The selection of the 48 municipalities participating in the program considered criteria such as concentration of poverty, local GDP (Gross Domestic Product) and employment rate, related to the potential of the job market. The Government of São Paulo plans to increase the number of municipalities served in the 2nd phase of the program.
SuperAção SP was structured to tackle poverty in an integrated way, with coordinated actions between different public policies aimed at creating income, professional qualification, productive inclusion and strengthening social protection.
The program combines individualized monitoring of families with the reinforcement of the municipal social assistance network, seeking to expand access to opportunities and promote sustainable results over time.
Based on evidence and national and international experiences in combating social vulnerability, the initiative relies on the continuous and coordinated action of public authorities to transform short, medium and long-term realities, with a focus on family autonomy and overcoming poverty.
