Of every 10 proposals presented in 2025, 8 restricted economic freedom. This is what the Legislative Index of Economic Freedom shows, made by Ranking of Politicians in partnership with the Mackenzie Center for Economic Freedom and Fé & Trabalho.
The survey analyzed 1,650 projects and provisional measures and only 10% were classified as increasing freedom. The study points out that the current Congress has a more interventionist profile, with increased regulations.
The numbers also show that the pattern crosses different parties. Only the New Party presented a balance favorable to the expansion of economic freedom.
Legends such as the Republicans, PP and PL each presented at least 40% of more interventionist proposals.
The technical leader of the study and public policy analyst at Ranking of Politicians, Daniel Galvêas, says that the data reveals that the majority of proposals create benefits
“When we objectively analyze the legislative production, it is clear that the defense of sectoral privileges still surpasses the promotion of a freer and more competitive economic environment,” he said.
The research classified projects into five dimensions: government size, legal system and property rights, sound currency, international trade and regulation.
The study also analyzed and the data is the same: 86% of them restricted economic freedom.
Among projects in the industrial area, 95% presented some degree of restriction. In agriculture, 62% proposed economic intervention.
The proposals that created more expenses according to the study. Among those that generate expenses, 93.7% were classified as interventionists.
“The most worrying fact is perhaps the divergence between the announced beneficiaries and the actual beneficiaries of the propositions. This reinforces the importance of technical analyzes capable of revealing hidden costs and impacts that often do not appear in political discourse”, highlighted Luan Sperandio, director of operations at the Ranking of Politicians.
