Entity says that quotas for dismantled models harm the national industry and reduce regulatory predictability
The (Federation of Industries of the State of São Paulo) criticized the decision of the (Executive Management Committee of the Chamber of Foreign Commerce) to renew import quotas with a zero rate for dismantled and semi-dismantled electrified vehicles. Measured on Tuesday (June 23, 2026) by the (Ministry of Development, Industry, Commerce and Services).
According to the government, the quotas will be valid for 6 months, starting July 1st, and will have a limit of US$463 million. The benefit will be applied to CKD vehicles, fully dismantled, and SKD, semi-dismantled. Above the limit, the charge of 35% will remain for SKD vehicles and 14% for CKD. The import of assembled cars will not be covered.
In , Fiesp said it had received the decision “with concern” and that the measure “directly harms the industry that invests in Brazil”. He stated that the quotas for dismantled models contradict previous decisions by Gecex itself.
Quotas for the import of electric vehicle kits had ended in February 2026, according to the schedule defined by the government after discussions with the production sector.
“By unexpectedly changing the rules of the game, the federal government violates legal security, sabotages regulatory predictability and penalizes the entire Brazilian automotive chain, which planned and executed investments trusting in the stability of decisions, to generate jobs and innovation within the country”declared Paulo Skaf, president of Fiesp.
The discussion about the taxation of electrified vehicles began in 2023, when the government decided to gradually resume the import tax on hybrids and electric vehicles.
In 2025, Gecex brought forward the collection of the full rate for CKD and SKD kits to January 2027. A temporary quota with zero tax was also created from August 2025 to January 2026. Now, although assembled imported electric cars will pay a rate of 35% from July, the government decided to resume the quota with zero tax for kits for another 6 months.
