Conquered power cannot be given up, unless a serious and insurmountable impediment forces it to do so. It is a finding based on facts similar to the fact that the Legislature will resist as much as possible to let go of the advanced use of parliamentary amendments on the Union Budget.

Congress is in a hurry because it needs to release resources that have been banned since August. Flavio Dino, on the other hand, follows a more relaxed tone, with a keen eye and a fine nose to differentiate substantive changes from mere makeup.
The project in question offers some meager advances, the defects of which, however, are easy to detect: the committee amendments follow the obscurity rule of the rapporteur amendments (prohibited in 2020 due to Parliament’s indifference), there is no reduction in the volume of resources and concessions in terms of transparency do not imply punishments if they are not complied with.
Congress tries to cheat the Supreme Court. If he succeeds, he will have closed yet another (dark) transaction in his own cause.
