TCU Alert Dino on Amendments Without ‘Work Plan’ that include indications

The Federal Court of Audit (TCU) sent the Federal Supreme Court (STF) Minister Flávio Dino information on parliamentary amendments executed without the presentation of “work plan” on the official platform transfervog.br. The report points to cases involving indications of a Minister of the Lula Government, the Union Brazil leader in the House and other weight parliamentarians, such as former Mayor Arthur Lira (PP-AL).

In addition to Lira, among the names in the report are that of the Minister of Agrarian Development, Paulo Teixeira, and the leader of União Brasil in the Chamber, Federal Deputy Pedro Lucas. In a statement, Teixeira’s press office explains that the absence of the work plan is due to a “bureaucratic failure” of the Mongaguá City Hall in São Paulo and that the work was fully performed.

The advisory of Deputy Arthur Lira reported that the parliamentary amendment for the Municipality of Roteiro (AL) was paid and executed in 2023, with the acquisition of two mobile health units already in use. According to the office, the requirement for a work plan was only valid in December 2024, and the current mayor – of opposition – has not yet fulfilled this formality.

According to the TCU, 148 work plans received transfers, which total R $ 85.4 million, without proper registration, which compromises the transparency and traceability of public resources. The measure was a decision of the STF of 24 August, which forced the details of all amendments that continued without work plan even after the minister’s order. The court’s initial list contained more than 900 nominations, but was reduced to 148 after the court of accounts concludes that most of the “unregistered” plans did not result in transfers – and therefore does not constitute a risk of deviation. Already in cases where there was transfer, the TCU warns of the possibility of irregularities in the execution.
