The measure, coordinated with party leaders, would make it possible to shorten the rite and take the text directly to the plenary, without the need to create a new special committee.

The strategy, discussed privately since last week, is treated by allies as a regimental shortcut — a way of speeding up the agenda and testing the cohesion of the base after some resistance to reform as elections approach. The movement also coincides with the government’s attempt to resume the fiscal agenda after the fall of the IOF MP, bringing Congress closer to the cost containment agenda.
If confirmed, the maneuver will shorten the process and put the PEC in a voting condition later this year, requiring support from 308 deputies in two rounds. As announced in August, administrative reform is one of Motta’s priorities in this second semester.
