ADPF das Favelas destroys Rio, says leader of the bullet bench – 10/28/2025 – Panel

Coordinator of the Parliamentary Public Security Front, deputy Alberto Fraga (PL-DF) states that the , which restricts police operations in the communities of the , is ruining the state and that the situation will only get worse.

Fraga’s criticisms are set against the backdrop of what took place this Tuesday (28) and which has already left at least 64 people dead. “Many of those arrested or killed are from Espírito Santo, Pará, Rio Grande do Norte. Why is this? The leaders of factions from the states are migrating to Rio de Janeiro because there is an ADPF that does not allow the police to enter the hill”, he states.

“The minister [Edson] Fachin, who is the author of this rubbish, should think twice. This is disturbing Rio de Janeiro, it is destroying Rio de Janeiro and the situation will get worse”, he continues.

Fraga also criticizes what the federal government should send to Congress, although he praises the intention to toughen penalties in the fight against organized crime. “The government doesn’t read or pay attention to the projects that pass through this House. We approved, about 30 days ago, a project with 115 articles, called the anti-mafia code”, he says. “Then what does he [governo] he does? Plagiarize the project. And send it here as if it were something new.”

The deputy states that the government should “understand, once and for all, that, if it doesn’t have a specialist in public security, at least listen to the parliamentarians here.” “The government, unfortunately, only values their ideas when, in fact, the technicians they have there are air conditioning technicians, who know absolutely nothing about public safety.”

Asked if this would be the case for (Law and Order Guarantee operation) in Rio, Fraga says no. “Introduce the Army? What does the Army understand about public security, people? You can’t fight public security with tanks, no. What you have to do is invest in the police, give enough equipment to the police, so they can enter the hill and have support.”

PL leader in the Senate, Carlos Portinho (RJ) states that confrontation is inevitable for the state to regain its territory. “It will not be with flowers. An operation like this is an act of courage and is not necessary today. There is no peace with the narco-militia armed to the teeth of rifles. Society needs to support it. And it must be a State policy. Not a government policy”, he says.

For him, the federal government needs to support the state. “Rio needs support from the PRF [Polícia Rodoviária Federal] on the roads, PF [Polícia Federal] and national security force, and it won’t be for a short time”, he says.
