Document revealed by “Folha de S.Paulo” details the structure of Comando Vermelho and denounces 68 members of the faction
The complaint from the (Public Ministry of Rio de Janeiro) which based the in the Complexos do Alemão and Penha on Tuesday (28.Oct.2025) revealed practices of torture, training with heavy weapons and display of weapons and money by members of the organization, in addition to denouncing accused of being part of the CV (Comando Vermelho).
According to Folha de S. Paulowho obtained the document, the complaint exposes the internal functioning of the criminal organization, presenting evidence of a well-defined hierarchical structure. Edgar Alves de Andrade, known as “Doca”, and Pedro Paulo Guedes, known as “Pedro Bala”, were identified as the main commanders.
The document points out that Carlos da Costa Neves, the “Gardenal”, and Washington Cesar Braga da Silva, the “Grandão”, act as direct intermediaries between the leaders and the rest of the organization. They transmit Doca and Pedro Bala’s orders to the other members who operate mainly in the north of Rio de Janeiro.
According to the newspaper, evidence was found in the investigated messages of severe punishments applied to members of the organization itself. In other messages, they show how Gardenal organized Doca’s security. “Boys, take a look at your father’s gate, no one enters the house with a gun and no one enters without authorization”he says in one of the messages.
Investigations also revealed torture practices. Juan Pedro Malta Ramos Rodrigues, known as “BMW”, was identified as responsible for coordinating rifle training, monitoring surveillance cameras in the Penha Complex and supervising torture sessions.
Among the evidence collected, the Folha de S.Paulo highlighted that there is an image found on BMW’s cell phone that shows a woman submerged in a bath of ice. The photo caption read: “For the brawler who likes to cause trouble at the dance, big daddy doesn’t want to hit the resident, then the best way will be this“.
According to information from Sheetthe seized material includes a video showing a bound and gagged man being dragged by a vehicle, apparently as punishment for having reported information to a rival group.
Investigators also obtained data showing how the faction manages its operations. Managers have specific duties that include purchasing weapons, ammunition and surveillance equipment such as drones. They also order the execution of subordinates and manage the reception of stolen vehicles.

MEGAOPERATION
A (Oct 28) in the Alemão and Penha complexes, which bring together 26 communities in the north of Rio. Among the victims in the official report are 60 suspected members of organized crime and 4 police officers, including the head of the 53rd DP (Mesquita Police Station), Marcus Vinicius. The action targets the CV faction (Comando Vermelho).
The operation is considered the according to Geni/UFF (Study Group on New Illegalisms at the Universidade Federal Fluminense).
The operation saw 113 people arrested, 33 from other states, in addition to 10 minors apprehended. Security forces collected 118 weapons, 91 of which are rifles, and more than a ton of drugs.
It also included the participation of promoters of the (Public Ministry of Rio de Janeiro). The action was triggered after more than 1 year of investigation conducted by (Department) of Narcotics Suppression.
PMERJ (Military Police of Rio de Janeiro) participates with the COE (Special Operations Command) and operational units in the capital and metropolitan region.
