Master Case: TCU president defends ‘turning the page’, after inspection at BC

The president of the Federal Court of Auditors (TCU), minister Vital do Rêgo, said he hopes to turn the page in relation to the Master case in the Court with the conclusion of the technical inspection at the Central Bank (BC). The report was sent to the minister reporting the process, Jhonatan de Jesus, on Wednesday.

“I hope to turn this page soon. The Master’s process is a normal process, although it has taken on different contours” said Vital do Rêgo to GLOBO.

The minister avoided indicating whether the technical team’s report was favorable to the BC, claiming that the process is confidential. Technicians interviewed privately by GLOBO state that the document does not focus on the merits of the Master’s settlement, but on the analysis of the documents that make up the process, whether all steps have been completed.

When asked about the next steps, Vital do Rêgo replied that the process will follow the normal procedure, without any changes. He also stated that the rapporteur will present his opinion in his own time:

“The process will follow the normal procedure here, without any changes, within our obligation to carry out inspections and for the rapporteur to have the production of content in hand so that he can cast his vote. He is the president of the process and will have his time.”

In response to criticism about the rapporteur’s performance in conducting the Master process, who questioned the Master’s liquidation by the BC, Vital stated that ministers have independence. He also said he believes that Jhonatan de Jesus will know how to take the questions asked to him to the highest instance, the plenary.

“I speak as president and each minister has the freedom and independence to think and act. Effectively, he will know how to pose questions to the larger body, in plenary”, highlighted Vital.

The president of the TCU also defended the rapporteur’s decision to reinforce the confidentiality of the process, which can only be accessed with authorization, given the repercussion of the process.

“The rapporteur does the dosimetry on secrecy. The Central Bank has parts in the inspection that are absolutely confidential. So, if the rapporteur understood it that way, it is his opinion, because he is the president of the president of the process”, stated Vital.

The BC’s action in the Master case, of Daniel Vorcaro, was requested by the Public Prosecutor’s Office with the TCU and ended up generating noise with the BC. The fear of invasion of powers by the court in the monetary authority’s area of ​​activity and possible annulment of the settlement was a reason for dispute between the two bodies.

In January, the president of the BC, Gabriel Galípolo, the president of the TCU, Vital do Rêgo, and the reporting minister met and agreed on the progress of the auditors’ work. One of the reasons given by the rapporteur was to know whether the BC acted in time and completed the necessary steps to make a decision to liquidate the Master.
