Associations defend public transport PL

Bill allows for “more affordable and greater social inclusion” fares, states the National Urban Transport Association (NTU).

The NTU (National Urban Transport Association) released, on Friday (13.Feb.2026), a joint note stating that PL (bill) 3,278 of 2021 –– brings more legal certainty and transparency.

According to the document, the proposal, which had an urgent vote in the Chamber of Deputies, it seeks to reformulate the financing model and increase the efficiency of urban mobility in Brazil. For the signatories, the project tends to make fares more affordable and expand social inclusion in public transport. Read (PDF – 122 KB).

Prioritizing public transport is the way to comply with the provisions of article 6 of the Federal Constitution, which defines transport as a social right”, says the entity’s text.

They signed the joint note:

  • Aneinfra (National Association of Infrastructure Analysts and Specialists);
  • NTU (National Association of Urban Transport Companies);
  • Fabus (National Association of Bus Manufacturers);
  • ANTP (National Public Transport Association);
  • ANPTrilhos (National Association of Rail Passenger Transporters);
  • CONSETRAM (National Council of Secretaries of State for Transport and Mobility);
  • National Forum of Secretaries and Public Directors of Urban Mobility;
  • FNP (National Front of Mayors and Mayors);
  • MDT (Movement Institute for the Right to Quality Public Transport for All).

The Framework establishes the separation between the fare paid by the user and the real cost of the service, creating legal conditions for mayors or governors to decide on the level of subsidy for bus fares in their regions. The proposal also guarantees that free or discounted tickets are funded by resources already provided for by law, without impacting the amount paid by other passengers.

The associations consider that the text corrects historical problems in the sector and establishes bases for the modernization of Brazilian urban mobility. The note adds that prioritizing public transport is a measure to recover the number of users and improve sustainability and quality of life in cities.
