INSS updates biometrics rules for social benefits; see what has changed

The INSS (National Social Security Institute) expanded the biometric registration requirements for granting social security and assistance benefits, such as pensions, aid and the BPC (Continuous Payment Benefit).

The new rules are contained in an ordinance in the Official Gazette of the Union last Monday (22).

In the case of BPC, biometric registration became required in applications made from September 1, 2024. For social security and assistance benefits, biometric registration is mandatory for those applying from .

Registration for the benefit will require the presentation of the following documents:

  • National Identity Card;
  • Electoral Title;
  • National Driving License.

People who fall into the following circumstances are exempt from the mandatory biometric registration requirement:

Age over 80 years old, subject to:

  • a) confirmation in the National Register of Social Information – CNIS; or
  • b) presentation of a valid identification document with photo.

Migrants, refugees or stateless persons, through:

  • a) asylum request protocol, in accordance with Law No. 9,474, of July 22, 1997;
  • b) protocol requesting recognition of statelessness, in accordance with Interministerial Ordinance MJ/MESP nº 5, of February 27, 2018; or
  • c) National Migration Registration Card – CRNM or Provisional National Migration Registration Document – DPRNM, according to Law No. 13,445, May 24, 2017.

Residing outside, through:

  • a) declaration of residence issued by a Brazilian consular representation;
  • b) declaration of residence by the citizen, with The Hague Apostille; or
  • c) application for benefit made through a liaison body provided for in an international pension agreement.

Impossibility of travel for a period exceeding (30) thirty days due to health or disability reasons, upon presentation of a medical certificate issued in the last 30 (thirty) days of its presentation, which expressly states the impossibility of travel and the respective deadline;

Reside in a difficult-to-access location, listed in the Annex of Joint Ordinance MGI/MDS/MPS No. 76, of 2025, through:

  • a) residence certificate signed by a police or judicial authority;
  • b) notification of Income Tax – IR for the last year or receipt of the IR declaration for the current year;
  • c) rental contract in which the applicant, spouse or partner, children or legal representative appear as tenants;
  • d) electricity, water, gas or telephone bill, in the name of the applicant, spouse or partner, children or legal representative, issued less than 30 (thirty) days after the benefit request; or
  • e) declaration of residence in a difficult-to-access location registered with CadÚnico.

Applicants for the benefits of:

  • a) maternity pay;
  • b) disability benefit; or
  • c) death pension.

Beneficiaries who do not prove their biometric registration or do not qualify for exemption within 30 days will have their benefit canceled due to withdrawal.
